Our client, a leading government entity in the UAE, is looking to hire a Monitoring, Evaluation & Learning (MEL) Specialist.
Key Responsibilities:
- Develop and implement the Theory of Change (ToC), logical frameworks, and results frameworks to measure programme performance and long-term impact.
- Design SMART indicators, baselines, targets, data collection methodologies, and performance measurement frameworks.
- Develop monitoring and reporting systems, including KPIs, dashboards, data management plans, and reporting processes.
- Establish evaluation frameworks, reporting templates, and learning processes to support continuous improvement.
- Facilitate stakeholder workshops and collaborate with government, academia, industry, and funding partners to define outcomes and performance measures.
- Monitor programme performance, provide evidence-based insights, identify risks, and support informed decision-making.
- Develop MEL guidance, reporting tools, and best practice documentation, and deliver training on MEL principles and Results-Based Management (RBM).
Qualifications and Experience:
- Master's degree in International Development, Public Policy, Evaluation, Economics, or a related field.
- Minimum 7 years' experience in Monitoring, Evaluation & Learning (MEL), Results-Based Management (RBM), or programme performance management.
- Strong expertise in Theory of Change (ToC), logframe development, results frameworks, outcome measurement, and programme evaluation.
- Experience designing indicators, baselines, targets, data collection methodologies, and data quality processes.
- Proficiency with Power BI, Tableau, or similar reporting and dashboard tools.
- Knowledge of evaluation approaches such as contribution analysis, developmental evaluation, and outcome harvesting.
- Excellent analytical, stakeholder management, facilitation, and communication skills.
- Experience in government, public sector, research, innovation, grant-funded programmes, or international development is highly desirable.
