The Senior Manager - Talent Management is responsible to lead and monitor talent management activities across HCT, including employee retention, leadership development, career planning, learning and development, career planning and performance management for all HCT’s employees across functions and campuses.
Main Responsibilities:
1) Strategic:
- Contribute to the development and implementation of the Human Resources strategy in alignment with HCT’s system-wide strategy.
- Support with the development and implementation of Human Resources policies, procedures and processes and monitor compliance of subordinates.
- Contribute to the development of the annual budget of the Human Resources department.
2) Operational:
- Manage the development and implementation of a talent management plan that caters for HCT’s strategic directions and departmental objectives.
- Lead and oversee the design of talent management plan aiming at developing and retaining high potential employees and incumbents of critical positions.
- Direct the continuous research of leading practices in talent management areas and update HCT’s talent management plan accordingly.
- Lead the design of a competency framework for HCT in coordination with functions and campuses.
- Set policies and guidelines, and monitor annual learning needs analysis conducted across functions and campuses and prepare function heads to undertake this activity efficiently.
- Establish and implement a learning evaluation methodology and guidelines to measure the outcome of learning and development activities.
- Lead the design of learning plans to ensure employees acquire the skills, knowledge and abilities needed for effectively carrying out their current or future job responsibilities.
- Develop guidelines for in-house learning taking place at campuses and ensure that these learning interventions are aligned to the talent management plan and individual development plans.
- Collaborate with IT to establish and maintain a learning and development platform and enable effective learning online.
- Direct the development of flexible career paths and succession plans in collaboration with HR sections.
- Oversee the planning and implementation of staff internal movement across HCT.
- Lead the design, development and implementation of a Performance Management system across HCT, based on leading practices.
- Set performance appraisal process and ensure that HCT employees across functions and campuses receive proper training to effectively utilise the Performance Management System.
- Direct periodic performance appraisal cycle and ensure that all campuses abide by the timeline and guidelines.
- Provide recommendation to management on link between performance and rewards (financial and non-financial), and performance and talent management interventions.
3) People Management
- Provide professional development support and perform periodic performance reviews for direct subordinates based on HCT's Performance Management System.
- Support in the development of workforce plans and succession plans for key positions in the Talent Management section.
- Contribute to the identification of learning and development needs of employees within the Talent Management section.
- Coach and mentor subordinates on a regular basis.
- Contribute in an effective and efficient manner to the recruitment and development of UAE Nationals.
Qualifications:
- Minimum of a bachelor's degree in a relevant field is required e.g. Human Resources, Business Administration.
- Full English proficiency is required.
- Intermediate computer literacy is required e.g. MS Office, MS Project, Banner.
Experience:
- Minimum of eight years of work experience in Human Resources with at least two years of experience in a managerial role.
