We are seeking an experienced Learning and Performance Programme Manager to partner with business leaders and deliver impactful learning and development initiatives that support organisational performance and strategic objectives.
This role will be responsible for assessing learning needs, designing and delivering development programmes, managing external learning partners, and evaluating the effectiveness of learning initiatives to ensure measurable impact across the organisation.
Key Responsibilities
Learning Programme Design & Delivery
Partner with business leaders and stakeholders to identify learning and development needs aligned to organisational objectives.
Design, implement, and oversee learning programmes using a range of effective learning methodologies.
Ensure programmes are delivered to a high standard while remaining cost-effective and aligned to business priorities.
Programme Evaluation & Reporting
Monitor and evaluate the effectiveness of learning interventions using established evaluation models.
Produce reports and insights for key stakeholders to demonstrate learning impact and ROI.
Implement improvements to ensure programmes continue to meet evolving business needs.
Stakeholder Engagement
Vendor & Partner Management
Team Leadership
Lead and develop a small team responsible for learning programme delivery.
Allocate work, monitor progress and ensure the team delivers against agreed objectives.
Process & Continuous Improvement
Ensure learning initiatives align with internal policies, procedures and governance frameworks.
Drive continuous improvement within the learning function, identifying opportunities to enhance programme impact and efficiency.
Requirements
Minimum 6+ years' experience in Learning & Development, ideally within banking or financial services.
Bachelor's degree in Human Resources, Business Administration or a related field.
Professional certification such as CIPD, ATD (CPLP), or equivalent is highly desirable.
Strong knowledge of adult learning principles and training evaluation methodologies.
Experience with instructional design and learning frameworks such as ADDIE or SAM.
Demonstrated stakeholder management and change management skills.
Proven ability to manage learning programmes and budgets (AED 1-3 million range).
