Note: This position is located at 222 Jarvis Street, Toronto and/or33 King Street West Oshawa; however, alternative work arrangement including flexible hours, hybrid remote work, and compressed work week may be available.
About the job
As part of our team, you will:
- lead and champion large-scale business transformation initiatives with a strong focus on people change management
- lead the design and delivery of multi-year projects using proven change management frameworks, tools, and best practices to support successful adoption and cultural transformation
- build and maintain strong relationships with clients, stakeholders, and service providers to ensure alignment and collaboration
- provide project leadership in the development and implementation of programs, policies, procedures, systems, and tools
- guide change management efforts across large-scale l&IT portfolios and projects, applying project and portfolio management methodologies and industry-standard change frameworks
As you move from project to project and from one ministry to another ministry, your assignments through IT Source will vary in length and will be located in a variety of ministry client site locations throughout the GTA and Oshawa.

What you bring to the team
Change management skills
You have proven knowledge of:
- change management principles, methodologies, tools, and best practices to lead and support business transformation initiatives
- project management methodologies to support change management activities and deliverables within projects and programs
- reviewing, developing, recommending, and establishing implementation plans for all project phases
- acting as a change agent for large-scale, multi-year initiatives by conducting readiness assessments, stakeholder impact analyses, and data-driven research
- facilitating learning and development for portfolio, program, project, and change practitioners through coaching and mentoring
- measuring and reporting on change success by evaluating project effectiveness and adoption
Interpersonal, influencing and communications skills
You can:
- consult and mediate with executives, senior management, and stakeholders to gain support for l&IT portfolios, programs, and projects, and provide strategic advice on business/digital transformation, change management, and communications
- build working relationships, lead consultations, and provide guidance and strategic advice to promote project initiatives
- deliver compelling presentations and explain and promote initiatives to diverse audiences
- prepare proposals, reports, policy/position papers, presentations, learning programs/materials, briefing notes, and executive recommendations
- lead partner/user focus groups/analysis, present recommendations/findings and facilitate people change management and learning sessions to various stakeholders
Project management skills
You can:
- apply project management principles and methods, including planning, resource and budget scheduling, and project control, to lead or manage program and policy development projects
- support project planning by applying project management methodologies and best practices
Analyzing and problem-solving skills
You can:
- lead the development of branch policy/program options, recommendations, and solutions that encompass a range of considerations
- coordinate and conduct quantitative and qualitative research to assess skill and competency needs, and develop supporting programs, policies, systems, tools, and standards
- analyze and assess program issues and impacts through in-depth research and evaluation
- conduct risk assessments and provide strategic advice and guidance to senior management to support issue resolution
- review performance monitoring results, evaluate the effectiveness of policiesand programs, and lead revisions to support continuous improvement
Technical skills
You have knowledge of:
- l&IT business concepts, principles and emerging trends
- program/policy theory, principles, business practices, methods, and tools to lead the design and development of effective program solutions
- relevant legislation and the ability to acquire knowledge of the ministry's mandate, to provide expert consultation to senior leaders and address evolving, complex, or diverse needs, impacts, and risks
- l&IT portfolio, program, and project methodologies, including frameworks, processes, and tools, to plan and coordinate OPS-wide business transformation initiatives
- leading-edge technologies, l&IT project objectives, and corporate IT strategic plans, standards, and processes
