Job Title: Learning & Development Manager (UAEN)

Role Summary
The Learning & Development Manager will own our entire L&D function end-to-end, without supervisory oversight. You will design, implement, and evaluate cutting-edge learning programs that drive performance, engagement, and long-term growth.
Key Responsibilities
L&D Strategy & Roadmap
- Develop and execute a comprehensive L&D strategy aligned with business objectives
- Conduct needs analyses and stakeholder consultations to identify capability gaps
Program Design & Delivery
- Design blended learning solutions (classroom, digital, on-the-job, micro-learning)
- Facilitate workshops, leadership academies, and e-learning modules
- Partner with SMEs and external vendors for content curation
Budget & Vendor Management
- Own and manage the L&D budget, ensuring cost effectiveness and measurable ROI
- Select and manage relationships with training vendors and LMS providers
Measurement & Analytics
- Define and track KPIs (e.g., ROI, learner satisfaction, competency uplift)
- Analyze data to refine programs and report impact to senior leadership
Talent Development & Coaching
- Mentor high-potential employees and managers through coaching and career-pathing initiatives
- Lead succession-planning programs for key Emirati roles
Compliance & Best Practices
- Ensure all L&D activities comply with UAE Labour Law and semi-government guidelines
- Benchmark and integrate global hospitality L&D best practices
Qualifications & Experience
- Bachelor’s degree in HR, Education, Organizational Psychology, or related field (Master’s preferred)
- Minimum 7 years of L&D experience, with at least 3 years in a managerial capacity
- Proven track record owning end-to-end L&D operations independently
- Demonstrated ability to design and launch at least three innovative learning programs
- Experience managing L&D budgets and vendor partnerships
- Proficient with LMS/e-learning platforms and digital learning tools
- Strong understanding of UAE Labour Law and semi-government HR guidelines
