Dubai Holding is looking to hire a Manager - Learning & Development reporting to the Executive Director – Talent Development at Dubai Holding Corporate Office. The job holder will play a crucial role in designing, implementing, and managing effective training programs. This position is responsible for identifying training needs, developing and delivering training programs, and evaluating their effectiveness to ensure all employees are equipped with the necessary skills to efficiently perform their jobs.

Key Accountabilities:

Strategy Planning & Development:

Develop and execute a comprehensive learning and development strategy aligned with the company’s goals and objectives to enhance technical and interpersonal skills and competencies.
Identify and assess future and current training needs through job analysis, skills gap analysis, career paths, annual performance appraisals, and consultation with line managers in order to develop training programs aligned to business strategy.
Analyse industry trends, best practices and technologies to adapt relevant findings, enhance the training programs and promote innovation within the organization.
Create engaging training sessions and compelling course content that enhances retention and transfer of knowledge.
Collaborate with technical leaders and subject matter experts to design and deliver technical training programs.
Promote a culture of continuous learning to achieve enhanced productivity and professional growth by encouraging employees to pursue ongoing development opportunities.
Establish and manage mentoring and coaching programs that pair experienced leaders with emerging talent to foster professional growth and development.

Program Development and Management:

Manage the budget allocated for learning and development programs.
Monitor and evaluate the effectiveness of technical training programs and make improvements as necessary.
Work closely with HR Business Partners and managers to facilitate career conversations, development planning, and succession readiness assessments.
Conduct training sessions, workshops, and seminars using various instructional techniques inclusive but not limited to simulations, team exercises, group discussions, videos, and gamification.
Manage and oversee external training providers to ensure quality and consistency.
Maintain the L&D Dashboard for management reporting. Develop and implement evaluation methods to measure the effectiveness of training programs and identify areas of improvement.
Partner with external training vendors, as needed, to develop and maintain training programs. Educate stakeholders on training methodologies and recommend training solutions.
Enhance the entire scope of Competencies, develop competency-based learning interventions for all the employees, and enhance the implementation of competencies across all processes.
Leverage technology to enhance the learning experience, including the use of e-learning platforms, virtual classrooms, and interactive tools.
Design and deliver customized training solutions tailored to the specific needs of different departments or teams.

Who we are looking for:

Minimum 6 years managing a Learning & Development programs.
Minimum 2-3 years’ experience in UAE within a multicultural environment.
Arabic language is desirable.

Education / Professional Certifications:

Minimum: Graduate or Post Graduate Degree, preferably in the field of Human Resources.
Preferred: Any professional degree or certification with globally known HRM professional bodies such as CIPD, SHRM or Hay Group.

Technical and Behavioural Competencies:

Good communication skills.
Ability to conduct presentation and workshop facilitation, coaching and counselling.
Strong interest and passion for developing people through advanced coaching and mentoring, as well as proactive knowledge sharing.
Excellent knowledge of organisational development and change management.
Good project management, planning and implementation exposure.
Good working knowledge of local (UAE/GCC) employment law, and statutory and regulatory environment.
Proven ability in building credible relations at all levels of the organisation as a trusted partner to Senior Leadership
Understands the commercial environment that the business is operating within and apply strategies to the role.
Proven capability working with teams from a multi-cultural environment executing Talent, Learning and Development programs.
Extremely proficient with Microsoft Office Suite and related program software.
Adept with a variety of multimedia training platforms and methods.
