HR & Learning Capability Specialist
Salary: €45,000 - €55,000 + Benefits

I’m delighted to be partnering with a well-established organisation to recruit a HR & Learning Capability Specialist to join their People team.
This is a fantastic opportunity for someone with a strong foundation in HR who has developed specialist experience across Learning & Development, LMS management, training analytics and employee capability.
This is not a traditional training coordination role. The successful person will play a key role in ensuring learning initiatives are structured, measurable and aligned to business needs — combining HR knowledge, systems, data, stakeholder engagement and continuous improvement.
You will take ownership of the operational delivery of the learning function, including managing the Learning Management System, analysing mandatory training compliance, managing learning budgets and assessing the effectiveness and return on investment of training programmes.
The Role
Key responsibilities will include:
- Managing the day-to-day administration and back-end functionality of the organisation’s Learning Management System (LMS)
- Uploading learning content, maintaining course structures and creating digital learning materials through LMS tools
- Producing reports and dashboards on mandatory training compliance, completion rates and learning activity
- Using LMS data and analytics to identify trends, compliance gaps and areas requiring intervention
- Managing the annual training budget, tracking spend and ensuring investment is aligned to organisational priorities
- Assessing the effectiveness and ROI of learning initiatives — measuring impact, behavioural change and business outcomes
- Partnering with managers to understand capability gaps and identify appropriate learning solutions
- Evaluating whether training requests meet genuine business needs and provide value
- Sourcing, assessing and managing relationships with external training providers
- Coordinating internal and external learning programmes
- Supporting employee development, engagement and capability-building initiatives
- Maintaining accurate learning records and ensuring compliance requirements are met
- Supporting wider HR projects and continuous improvement initiatives
You’ll bring:
- Previous experience working within a HR function (essential)
- Experience in HR Operations, HR Generalist, Learning & Development, HR Capability or a similar role
- Proven experience managing the back end of a Learning Management System (LMS)
- Experience managing or supporting a Learning & Development budget
- Experience measuring training effectiveness, including impact analysis and ROI
- Strong understanding of how to identify learning needs and translate them into practical solutions
- Strong reporting, Excel and analytical skills with the ability to interpret data and provide insights
- Experience managing relationships with external training providers
- Strong stakeholder management skills with the confidence to engage directly with managers
- Ability to influence, challenge appropriately and manage expectations
- Excellent organisation skills with strong attention to detail
- A proactive mindset with the ability to improve processes and bring structure
