The Learning & Development (L&D) Specialist at First Gulf Company (FGC) is responsible for designing, developing, and delivering training programs that build the capability of FGC's 4,000+ workforce across its three core divisions: Systems Integration, Construction & MEP, Facility Management, and Shared Services. This role plays a critical part in supporting FGC's Vision 2030 alignment by ensuring employees are equipped with the technical, operational, and leadership skills required to deliver excellence on Saudi Arabia's most prestigious infrastructure projects.
KEY RESPONSIBILITIES
Training Needs Analysis & Strategy
•Conduct comprehensive Training Needs Assessments (TNAs) across business units in collaboration with department heads and HR Business Partners.
•Analyze competency gaps and translate findings into structured learning plans aligned with FGC's strategic and operational goals.
•Develop and maintain the annual Learning & Development plan and training calendar.
Program Design & Development
•Design and develop engaging, blended learning programs (instructor-led, e-learning, on-the-job, coaching) tailored to technical and professional roles.
•Create training materials including course outlines, facilitator guides, learner workbooks, presentations, and assessments.
•Develop onboarding programs for new hires across divisions including site engineers, project managers, and support staff.
•Build role-specific learning pathways for functions such as Systems Integration, MEP, Facility Management, and Shared Services.
Training Delivery & Facilitation
•Facilitate training sessions both in-person and virtual covering technical skills, soft skills, safety, leadership, and compliance topics.
•Coordinate and manage external training providers, vendors, and subject matter experts.
•Oversee logistics of training programs including scheduling, venue coordination, and attendance tracking.
Learning Management & Technology
•Administer and optimize the FGC Academy, upload content, manage user enrolment, and generate reports.
•Leverage digital learning tools and platforms to expand the reach of training programs across FGC's multi-location workforce.
•Track and report on training completion rates, employee progress, and L&D KPIs to senior stakeholders.
Evaluation & Continuous Improvement
•Apply the Kirkpatrick model (or equivalent) to measure training effectiveness at the reaction, learning, behavior, and results levels.
•Gather learner feedback and translate insights into program improvements.
•Conduct post-training impact assessments to measure ROI and behavioral change.
Saudization & Talent Development
•Support FGC's Saudization initiatives by designing targeted development programs for Saudi national talent.
•Partner with HR on succession planning, high-potential development, and leadership pipeline programs.
QUALIFICATIONS & REQUIREMENTS
Education
•Bachelor's degree in Human Resources, Education, Business Administration, Psychology, or a related field.
•Professional certification in L&D or HR (e.g., CIPD, ATD/CPLP, SHRM, or equivalent) is highly preferred.
•Instructional design certification (e.g., eLearning Guild, Articulate Certified) is a plus.
Experience
•Minimum 4-6 years of progressive experience in Learning & Development, Training, or Organizational Development.
•Demonstrated experience designing and delivering training programs for a technical or project-based workforce.
•Prior experience in construction, engineering, systems integration, facility management, or related industries is a strong advantage.
•Experience administering an LMS (Kayan, SAP SuccessFactors, Cornerstone, Moodle, or similar).
