The Talent Development Center specializes in designing, implementing, and managing learning and capability‑building initiatives that support future readiness, enhance performance efficiency, and promote a culture of continuous learning. The purpose of this role is to lead or support the entire learning cycle—from need identification to impact measurement and sustainable experience improvement.
- Support the overall learning and development strategy and translate it into programs, initiatives, and operational plans.
- Design and deliver multi‑channel learning interventions (in‑person and digital) using modern learning methods.
- Manage stakeholders, partners, and training providers, ensuring quality and compliance.

- Job Duties and Responsibilities
Strategic Planning and Learning Alignment
- Analyze training needs at the institutional, functional, team, and individual levels to identify skill gaps.
- Translate needs into learning priorities, annual plans, and development pathways aligned with goals and results.
- Build a balanced program map that includes upskilling, reskilling, and future skills.
- Ensure alignment of programs with general competency frameworks and internal quality standards.
Program Design and Learner Experience
- Design in‑person and digital learning programs following instructional design principles and target audience analysis.
- Develop content or oversee its development in collaboration with internal experts and training providers.
- Include practical activities and work projects that support learning transfer to the workplace.
- Improve the learner experience through clear communication channels, support services, and operational facilitation.
Implementation, Partner Management, and Quality
- Manage the program cycle from planning to execution and closure in accordance with approved timelines.
- Coordinate with training providers, manage scope and deliverables, and ensure compliance with agreed terms.
- Monitor learner and trainer satisfaction, enforce quality control, and manage improvements during execution.
- Document procedures and operational files, ensuring audit readiness and governance compliance.
Measurement, Impact, and Analytics
- Design an impact measurement framework that includes evaluation levels and indicators of learning transfer to work.
- Prepare analytical reports on participation, completion, satisfaction, and improvement in efficiency and results.
- Calculate ROI indicators when needed and provide data‑driven recommendations for decision‑making.
- Develop dashboards to support monitoring and forecasting of future learning needs through analytics.
Continuous Improvement and Knowledge Management
- Periodically review and update programs based on feedback, results, and emerging trends.
- Build a knowledge library or content repository to facilitate knowledge sharing and best practices.
- Promote self‑learning culture through internal communication campaigns, engagement messages, and change leadership.
