We are currently seeking a Learning Design Manager who will be responsible for translating and operationalizing enterprise data strategy, operating model changes, governance requirements, and platform capabilities into effective learning and capability interventions to build enterprise data capability, role clarity, and confidence. The role primarily enables the workforce, through role-based learning and adoption, to drive sustained data practices aligned with the Data Transformation roadmap, with accountability focused on learning enablement and measurable capability uplift rather than direct ownership of Data Transformation programme delivery or organisational change execution.
Our client based in Dubai, is one of the largest multinationals in the region. This position is a contract role with an initial duration of 10 months and is renewable.
Key Responsibilities:
- Identify enterprise-wide Data Programme learning and capability needs across the workforce to ensure readiness for data-driven ways of working.
- Analyse performance and capability gaps to define required business outcomes, critical behaviours, and success measures.
- Determine whether identified gaps should be addressed through learning interventions or alternative performance solutions.
- Establish learning priorities aligned to Data Transformation objectives and workforce capability requirements.
- Design enterprise learning journeys and capability pathways that enable sustained behaviour change and effective workplace application in data literacy, analytics, and digital transformation context.
- Define learning architectures, solution approaches, and delivery models aligned to identified needs and business priorities.
- Select appropriate learning modalities, activities, and evaluation approaches to achieve defined outcomes.
- Ensure alignment of learning solutions with learning standards, values, behavioural and strategic competencies, and industry best practice.
- Partner with subject matter experts and learning providers to shape fit-for-purpose learning solutions.
- Develop and curate learning content aligned with approved designs to build enterprise data capability while adhering to standards.
- Oversee the development and curation of learning content to ensure quality, relevance, scalability, and compliance with standards.
- Leverage internal expertise and external providers to optimise learning effectiveness, relevance and delivery efficiency.
- Approve learning materials and supporting assets to ensure readiness for enterprise deployment.
- Maintain oversight of learning solution integrity throughout the development lifecycle.
- Maintains proficiency in learning authoring tools and keeps pace with emerging learning design practices and technologies.
- Engage internal SMEs to assess and approve learning content to meet learning outcomes.
- Enable effective delivery of data-related learning solutions through facilitation, provider management, and stakeholder support to ensure high-quality learner experiences.
- Adapt delivery and enablement approaches to suit different audiences, learning contexts, and business environments.
- Monitor delivery quality and learner engagement to ensure learning standards and departmental KPIs are met.
- Support transfer of learning into the workplace through reinforcement and performance support mechanisms.
- Define evaluation measures to assess learning effectiveness, behavioural application, and business impact within the data and digital transformation context.
- Analyse learning data and feedback to generate insights and improvement opportunities.
- Recommend enhancements to learning solutions to strengthen capability uplift and adoption.
- Report learning outcomes, insights, and recommendations in line with HRD, departmental, and Data Programme KPIs.
Knowledge, skills & experience:
- Instructional Design / Learning certifications (e.g. ADDIE, ATD, CIPD L&D pathway).
- Learning technology or analytics-related certification (e.g. learning platforms, data literacy tools)
- 5-7 years worth of relevant experience.
- Bachelor's degree in Learning & Development, Human Resources, Education, Business, Information Systems, Data & Analytics, Digital Transformation; or related.
- Ability to apply a broad range of analysis, instructional design, development, facilitation, and evaluation techniques across diverse learning audiences.
- Strong knowledge of end-to-end learning design and delivery methodologies.
- Experience designing and supporting behavioural change and capability uplift programmes within data literacy, analytics, or digital transformation contexts.
- Experience designing role-based and blended learning solutions combining formal, digital, and on-the-job learning.
- Familiarity with learning management systems, learning experience platforms, and digital learning tools.
- Ability to interpret learning and performance data to inform decisions and continuous improvement.
- Working knowledge of enterprise data platforms, analytics tools, and data governance environments sufficient to design relevant learning interventions.
- Experience working with data literacy and analytics learning platforms, including curating learning pathways and integrating platform learning into wider capability programmes.
- Commitment to maintaining current learning, development, and enablement practices aligned to strategy.
- Proficiency in standard productivity tools, including Microsoft Office (Word, PowerPoint, Excel), to support learning design, reporting, and stakeholder communication.
