The Senior Operations Manager is responsible for facilitating AgFinance business development, overseeing operational activities and process improvements, monitoring & evaluation, as well as managing reporting obligations for the AgFinance team.
RESPONSIBILITIES include the following. Other duties may be assigned.
BUSINESS DEVELOPMENT
- Manage the funding pipeline of the AgFinance program.
- Coordinate business development activities with business development teams.
- Represent Opportunity in donor pre-and post-award meetings, communicate progress, and collaborate on project activities.
- Disseminate program information to business development teams to enable ongoing fundraising.
- Develop project work plans and budgets in response to donor bids and support on go/no-go evaluations.
OPERATIONAL IMPROVEMENTS
- Oversee standardizing processes across the team, including recruiting, onboarding, procurement, contracting, and partner management.
- Design and implement frameworks and tools that enable scale across the program.
- Prepare and monitor team budgets and program expenditures by grant and department.
- Support the implementation of the communications strategy, including driving content for the website and blog from various program areas.
- Supervise the Program Administration Officer in coordinating team meetings, annual team conference, procurement and expense coding, and the annual FSP Partner Summit
PROJECT MANAGEMENT & REPORTING
- Develop and oversee project management tools for internal projects and donor-funded grants and contracts across the program.
- Serve as the point of contact for the Program Management teams in tracking donor commitments and managing reporting, including narrative, financial, client stories, and deliverables.
- Track and monitor activities against project and/or grant expectations.
- Review and obtain the Head of AgFinance's approval on all donor-facing outputs.
MONITORING & EVALUATION
- Work closely with the Impact Measurement Specialist on the program's overall M&E strategy and learning agenda.
- Manage the monitoring & evaluation associates collecting the data for the Impact Measurement strategy for the program.
- Collaboratewith the Data & BI Analyst to produce data analysis tools for the teams to operationalize our M&E data & for use with business development.

QUALIFICATIONS
- Bachelor's degree in a relevant field, Master’s Degree preferred.
- At least 8 years of relevant experience in operations, program management, agriculture finance, or economic development, including experience managing USAID activities, preferred.
- Strong financial management experience includes developing, tracking, and monitoring budgets.
- Experience in business development, cost proposal development, and institutional donor acquisition, with a strong preference for US Government Bid Management Experience
- Proven ability to plan and manage operational processes for maximum efficiency and productivity
- Excellent written communication skills and ability to produce high-quality outputs for dissemination and reporting purposes
- Strong verbal communication and presentation skills
- Passionate about Opportunity’s mission. Able to promote and communicate the organization’s goals and objectives to external and internal stakeholders
LANGUAGE SKILLS
- Written and verbal fluency in English is required; fluency in French is an advantage.
TRAVEL REQUIREMENTS
- Ability to travel locally and internationally up to 10% of the time.
