Learning & Development Advisor – Housing Professional Development
We are recruiting for an experienced Learning & Development Advisor to support a major programme focused on the introduction of new professional standards, competency requirements and workforce development pathways across Housing services.
This is a hands-on L&D role with responsibility for designing and implementing a structured Housing Professional Development Programme, ensuring employees have the knowledge, skills, behaviours and competencies required to deliver safe, compliant and resident-focused services.
The successful candidate will work closely with HR, Organisational Development, operational managers and programme leads to translate regulatory and professional requirements into practical learning, competency and qualification frameworks.
Key responsibilities
You will be responsible for:
- Designing, implementing and evaluating a comprehensive Housing Professional Development Programme
- Undertaking learning needs analysis across Housing services
- Mapping roles against required knowledge, skills, behaviours, qualifications and professional standards
- Developing competency and development frameworks supporting recruitment, induction, probation, performance and career progression
- Coordinating professional qualification pathways and wider workforce development programmes
- Designing blended learning solutions including e-learning, workshops, coaching, mentoring and action learning
- Commissioning and managing external learning providers where required
- Supporting managers to embed competency assessment and development planning into day-to-day people management
- Maintaining and coordinating learning records and programme assurance
- Evaluating the effectiveness and impact of learning activity
- Identifying opportunities to utilise Apprenticeship Levy funding to support qualifications and development.
We are particularly interested in candidates with:
- Strong Learning & Development / Organisational Development experience
- Experience designing and delivering structured development programmes
- Knowledge of learning needs analysis, competency frameworks and workforce development
- Experience creating blended and digital learning solutions
- Strong facilitation, presentation and workshop delivery skills
- Excellent stakeholder management and influencing capability
- Strong organisational skills and the ability to manage multiple workstreams
- Good analytical and IT capability, including Excel
- An understanding of Housing professional standards, competence and conduct requirements would be highly advantageous.
Experience working within Housing, Local Government, Social Housing, Property Services or another regulated/public-service environment would be particularly relevant.
This role would suit an L&D professional who enjoys building programmes from the ground up and working at the intersection of learning, professional standards, regulation and organisational change.
