Job Responsibilities:
- Needs Assessment Support: Assist in analyzing current state of CRF program relevance to Office of Marine Financing (OMF) mission; conduct stakeholder interviews to identify capability gaps
- Process Mapping: Document current OMF workflows for metric data collection, reporting, and decision-making to inform change readiness
- Change Impact Analysis: Evaluate organizational implications of implementing new performance metrics across three distinct programs
- Training & Enablement: Develop change management materials and training modules to support OMF staff adoption of new metrics and dashboard tools
- Feedback Integration: Design mechanisms to capture OMF staff feedback on draft deliverables and incorporate into iterative improvements
- Future-State Planning: Support long-term implications analysis for CRF elimination scenario, including workforce transition considerations
Requirements:
- Master’s Degree required.
- 5+ years’ experience in government policy environments with federal lending/credit programs
- 5+ years’ experience supporting Federal Ship Financing Program or similar maritime finance initiatives
- Preferred: Knowledge of CCF and Small Shipyard Grant regulatory frameworks
- Experience with change management methodologies (Prosci, ADKAR, Kotter)
- Strong facilitation skills for virtual workshops and stakeholder alignment sessions
