Responsibilities
PRIMARY PURPOSE
Collaborates on plans and strategies towards learning management by working closely with the Senior Learning Advisor and the OD team to support the development and execution of a learning agenda that meets the most critical needs of the Enterprise. Works collaboratively with the Learning stakeholders to ensure the learning is managed and delivered effectively.
Key Accountabilities
Collaborates with the team in the development of Learning Management programs and initiatives that support and address the business requirements. Partners with other HR practitioners and stakeholders to support business leaders in identifying the learning requirements and providing support in implementing the changes
Works with our internal subject matter experts and stakeholders across the enterprise to maintain effective learning partnerships, collaborates with various stakeholders to enable cross-functional consistent and standardized delivery, and keeps them up to date with the latest learning trends and frameworks
Leads the development of learning policies, processes, design standards, templates, tools, and metrics to support consistency within all the training courses. Determines the required learning strategy and appropriate delivery system and creates learning solutions that are appropriate for the organization context. Designs and refines assessment strategy and expected outcomes for multiple complex training and development projects
Provides specialized advice on the development and implementation of Enterprise learning programs. Designs, develops, and implements measurement and evaluation strategies to assess the efficiency and effectiveness of learning solutions and makes appropriate recommendations on content methods
Leads the development and delivery of internal learning interventions using a blended learning approach that includes appropriate media and online training where necessary keeping in with the enterprise culture and values. Provides training and advice to the stakeholders, when required
Supports the development of frameworks, methodologies, and tools for learning, knowledge management, and organizational development. Provides advice, and consultation to the Senior Learning Advisor and OD team on initiatives and opportunities to address learning needs
Proactively researches and maintains awareness of best practices, trends, and methods; develops and maintains a clear understanding of TransLink’s strategic and operational priorities, including the climate and culture; provides related recommendations to optimize learning programs and services
Provides input into the development of departmental goals and plans and makes recommendations related to departmental initiatives
Qualifications
EDUCATION AND EXPERIENCE
The requirements for this job are typically acquired through an undergraduate degree in Education, Training, Human Resources, Business Management, Learning, and Development, plus five (5) years of progressive experience in producing creative learning solutions.
Other Requirements
Advanced knowledge of the concepts, principles, practices, and techniques pertaining to Learning Management and related systems
Solid research and analytical skills to keep relevant with best learning practice/trend research
A clear passion for learning and proven experience operating in dedicated learning roles
Solid experience working with a Learning Management System (LMS)
Solid understanding of the training cycle and the key elements involved in the development of activity design and delivery
Excellent organizational and project management skills, with a keen eye and attention to detail; able to be flexible as priorities and needs change, and work well under pressure
Strong interpersonal skills – able to build and maintain effective relationships across the enterprise at all levels and is confident to manage the expectations of others; also works well as part of a team
Solid problem-solving and decision-making skills to deal with obstacles during program development and implementation
Solid understanding of management in a unionized workplace

Recruitment Process: An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. A standard interview format will be used including general, scenario and behavioural descriptive interview questions.
Work Schedule
37.5 hours per week.

This position offers the flexibility of working both on-site and remotely within B.C.
Rate of Pay
The salary for this position ranges from $84,480 - $126,720 per annum. Actual salary offered will be based on education, experience, skills, and qualifications as they relate to the role.
