Job Summary
The Manager, Learning & Development will play a pivotal role in transforming compliance training across multiple regulated areas, including GMP, Quality, and Safety. This role serves as a trusted advisor and partner to internal stakeholders, leading the shift from traditional SOP‑based training toward competency‑based, practical, and engaging learning experiences.
As a calm, consultative, and strategic L&D professional, the Manager, Learning & Development, will design and deliver effective training solutions, collaborate closely with technical SMEs, and guide a Training Coordinator. Reporting to the Director, Talent Acquisition & Development, this role will support a strong learning culture rooted in the organization’s Core Values—including Sustainability (people, planet, and profit)—and help shape a scalable, modern compliance training framework for long‑term success.
Job Responsibilities
Compliance Training
- Lead the transformation of GMP, Quality, and Safety training programs from signature‑based SOP training to meaningful, competency‑driven learning experiences.
- Partner with Quality and Safety SMEs to identify training priorities and develop a multi‑year transformation roadmap.
- Design training that meets regulatory requirements while fostering true understanding and on‑the‑job application.
- Create competency‑based assessment tools focused on demonstrated skill and observable performance.
- Leverage digital tools (LMS, Scribe, AI, multimedia) to create engaging training content.
- Develop scalable frameworks, templates, and toolkits to support consistent compliance learning across the organization.
Project & Change Leadership
- Act as the primary L&D representative on governance, compliance, and process‑improvement projects.
- Collaborate with internal stakeholders and external specialists to plan and implement sustainable compliance training solutions.
Stakeholder Partnership & Influence
- Build strong relationships with the Senior Manager, Quality Compliance & Continuous Improvement and the broader Quality team.
- Use data, regulatory understanding, and learning science to advocate for effective training practices.
- Partner with the Safety team to align standards and leverage successful training practices.
- Influence SMEs, managers, and leaders to adopt modern training methodologies.
- Present insights, findings, and recommendations to leadership.
Measurement & Continuous Improvement
- Establish metrics to assess training effectiveness across reaction, learning, behavior, and business impact.
- Lead the adoption and operationalization of the Kirkpatrick Model as the evaluation standard.
- Develop tools and templates that enable SMEs to apply evaluation processes consistently.
- Utilize Level 3 and Level 4 evaluation methods to measure real‑world application of GMP, Quality, and Safety practices.
- Track training completion, learning outcomes, and business impact through a KPI dashboard.
- Use insights to refine training design and build business cases for ongoing improvements.
Requirements
Technical
- 7–10+ years of experience in compliance training within regulated industries (GMP, FDA/Health Canada, nutraceutical, pharmaceutical, food manufacturing, or medical devices).
- Proven success transitioning training programs from SOP‑based to competency‑based formats.
- Experience working with Quality, Regulatory, and Safety teams, with strong understanding of regulatory requirements and audit expectations.
- Expertise in competency‑based assessment and verification methods.
- Strong knowledge of instructional design and adult learning principles, especially for technical content.
- Experience using the Kirkpatrick Model to evaluate training and link outcomes to business results.
- Proficiency in LMS platforms, authoring tools, and multimedia development.
- Up‑to‑date knowledge of L&D, organizational development, and change management trends.
