Position Summary: The People Development and Learning Manager will play a key role in building and supporting a scalable L&D strategy that helps our people grow, strengthens our teams, and nurtures the C5MI values and a culture grounded in collaboration, innovation, and continuous improvement. This is a hands on individual contributor role that works closely with the C5MI leadership team—partnering with them to understand the needs of our people and create development experiences that help every team member thrive.
Essential Functions And Responsibilities
- Responsible for shaping the learning culture by designing and developing innovative, scalable learning solutions to empower our employees to unlock their full potential.
- Lead the design and development of scalable learning programs and materials across a variety of modalities (e-learning, virtual, instructor led, in person) to include programs for our leaders, our managers, our technical teams and our early in career team members.
- Manage the end-to-end instructional design process including needs assessment, curriculum design, content development, deployment and evaluation.
- Transform complex concepts into engaging, accessible learning experiences by collaborating closely with our SMEs and stakeholders.
- Develop measurement strategies to assess learning impact and effectiveness, using data to inform on-going improvement.
- Stay informed of emerging trends and best practices in instructional design, adult learning theory, workplace education and AI.
- Key Responsibilities:
- Design and deploy a leadership framework aligned to the C5MI core values.
- Build targeted development programs for all leadership levels.
- Create a skills matrix and career paths for our technical teams.
- Develop an engaging, retentive onboarding program.
- Manage mentorship programs and apprenticeship expansion.
- Partner with HR, Delivery, and PMO to embed learning into workflows.
- Manage and administer the LMS.
- Perform related tasks as assigned by direct supervisor.
This role is vital to the overall success of the business. Results will be seen through:

Required
- Bachelor’s degree, OR equivalent years of experience.
- 5+ years in instructional design, curriculum development and learning and development in a corporate environment.
- Proven success designing scalable learning programs.
- Expertise in blended learning, assessments, and learning technologies.
- Strong facilitation, coaching, and change leadership skills.
- Strong stakeholder engagement
- Experience in a Government Contracting services business.
- Agile, strategic, empathetic, and data-informed mindset.
- Ability to travel up to 15%
Desired Skills, Knowledge, And Abilities
- Certifications such ICF ACC, Leadership Circle, Gallup CliftonStrengths, etc.
- Additional experience in Human Resources as an HRBP or CEO team member.
- Experience with building career pathing, mentorship programs, performance management or succession planning.
- LMS evaluation and administration
In accordance with pay transparency law, the
expected salary range for this position is?120,000-145,000 annually. The actual compensation offered will be determined based on factors such as the candidate’s experience, qualifications, skills, and location. We are committed to fair and equitable compensation practices. This posted range reflects our good faith estimate of the compensation we reasonably expect to offer for this role at the time of posting.
