The Public Service Commission (PSC) provides human resources services to the Government of Alberta. The Leadership and Talent Management (LTM) Branch is responsible for cultivating leadership capacity at all levels of the Alberta Public Service (APS), with a particular focus on executive and senior manager talent management and development. The branch supports alignment with APS priorities, fosters a culture of continuous learning, and supports a culture of continuous learning and leadership excellence, aligning talent strategies with organizational goals.
Role Responsibilities

As Director, Leadership Development, you’ll design and deliver strategies that ensure leaders at all levels from front-line supervisors to senior executive have the skills, agility, and support to lead effectively in a dynamic public service environment.

What You’ll Do
- Shape Leadership Strategy: Develop and implement government-wide leadership development strategies aligned with APS priorities and leadership frameworks.
- Design & Deliver Programs: Oversee tailored programs for all leadership levels, incorporating best practices in adult learning, inclusion, and accessibility.
- Lead Mentoring & Coaching: Build frameworks for mentoring, coaching, and peer learning to support career growth and leadership transitions.
- Collaborate Across APS: Partner with Executive Search, Talent Management, HR teams, and department leaders to ensure integrated, effective solutions.
- Drive Innovation: Use data and feedback to refine programs and address emerging leadership needs.
- Inspire & Lead a Team: Guide a diverse team of specialists in program design, curriculum development, analytics, and delivery.

Qualifications
Minimum recruitment standard: University graduation in Public Administration, Business, HR Management or other related field, supplemented by seven years of progressive experience in Talent Management, Leadership Development, or Executive HR functions.
Equivalency: Directly related education or experience is considered on the basis of:
- 1 year of education for 1 year of experience; or
- 1 year of experience for 1 year of education.

This is a permanent full-time position.
