Position Title: Training Services Manager
Reports To: Group Manager – Technical Services
Since 1945, Flight Safety Foundation (FSF) has been an independent, international non-profit dedicated to advancing global aviation safety through research, education, and advocacy. Our newly created Montréal office is expanding FSF’s expertise across priority safety initiatives—including the Basic Aviation Risk Standard (BARS) program. BARS is a global aviation safety program that provides a structured framework for the assessment and management of aviation risk. It supports BARS Member Organizations (BMOs)—resource companies, NGOs, and other organizations that utilize contracted aviation services—by ensuring safety, reliability, and consistency across their aviation operations.
The program delivers audit, training, and risk-management services, enabling Member Organizations and operators to access qualified auditors, verified audit outcomes, and tailored training that uphold the highest standards of safety and assurance.
With our newly created office in Montréal, Canada, alongside our Melbourne, Australia office, we are broadening our global footprint to deliver BARS services with greater reach, responsiveness, and impact. For the past fifteen years, BARS has delivered a consistent set of standards, an independent audit process (via approved Audit Companies), and data-driven insights that help operators and their clients manage risk with confidence.
We are seeking a Training Services Manager that would report to the Group Manager – Technical Services and would be responsible for the delivery, coordination, and continuous improvement of training services within the BARS Program. This role ensures that auditors maintain competency through structured training and professional development while addressing the evolving training needs of BARS Member Organizations (BMOs).
Key Responsibilities
Auditor Competency & Professional Development
· Manage the Auditor Professional Development Scheme (PDS) to ensure auditor capability and readiness.
· Monitor auditor training compliance and address competency gaps proactively.
· Support auditor accreditation, revalidation, and progression within the Program.
Member-Focused Training Services
· Identify member training needs and align services with the BARS member proposition.
· Ensure training services deliver measurable value to BMOs.
· Gather and respond to member feedback to improve accessibility, relevance, and effectiveness of training programs.
Training Administration & Records
· Maintain accurate training records, participant feedback, and certificates, ensuring timely updates and audit readiness.
· Manage training registration systems and ensure complete and auditable participant records.
· Update training materials promptly following changes to FSF or program documentation.
Quality & Continuous Improvement
· Review training effectiveness using participant feedback and assessment outcomes.
· Recommend and implement improvements to content, delivery methods, and materials.
· Contribute to program-wide continuous improvement initiatives.
Technical Audit Support
· Technical Audit support accounts for 30% of the Training Services Manager's workload.
· Support audit functions by preparing and reviewing audit materials, documentation, and reference tools.
· Assist auditors with registry maintenance, data collection, and logistics before, during, and after audits.
· Provide input on draft audit findings and ensure learnings are integrated into training content.
· Liaise with the Audit Production & Quality Services Manager to prioritize audit support tasks in alignment with training objectives.
Stakeholder Engagement
· Act as the primary point of contact for training-related enquiries from auditors, audit companies, and BMOs.
· Coordinate training participation and communicate program updates to stakeholders.
· Maintain strong professional relationships with internal and external stakeholders to ensure high-quality service delivery.
· Provide regular reporting on training outcomes, priorities, and audit support to the Group Manager – Technical Services.
Training Program Management
· Design, deliver, and manage auditor training programs, including:
o AAC (Accredited Auditor Course)
o MCAR (Maintenance Contracted Aircraft Review Course)
o Recurrent Auditor Training
o Lead Auditor Course
o HELO (Helicopter Operations Safety Course)
o Upgrade and specialist training as required
· Oversee contracted training providers to ensure quality, consistency, and compliance with program standards.
· Facilitate exams, assessments, and certification processes.
· Ensure training content remains current, relevant, and aligned with program documentation and industry best practice.
Key Performance Indicators (KPIs)
· Timely delivery of scheduled training programs and associated assessments.
· Auditor competency maintained in accordance with Program requirements.
· Positive feedback from auditors and BMOs on training, relevance and effectiveness.
· Accurate, complete, and auditable training records and certificates.
· Audit support tasks delivered accurately and aligned with training outcomes.
· High participant satisfaction and measurable improvements in training quality.
Knowledge &/or Skills
· Strong understanding of training program design, delivery, and evaluation.
· Familiarity with competency-based training and professional development in technical or safety-critical industries.
· Knowledge of audit processes, aviation risk standards, and assurance frameworks.
· Excellent communication, facilitation, and stakeholder management skills.
· Strong organizational and recordkeeping capability, with attention to accuracy and compliance.
Qualifications and Experience:
· Minimum 7 years’ experience in training management, professional development, or competency-based education (aviation experience is required and auditing experience is desirable).
· Completion of AAC and MCAR certifications (or willingness to complete upon appointment).
· Relevant degree or professional certifications in Training and Development, Human Resources, or related fields desirable.
· Experience with e-learning platforms and using learning management systems and digital learning tools is preferred.
· Experience in curriculum development is required.

Job Type: Full-time
Pay: $90,000.00-$120,000.00 per year
