Position Summary
The Learning & Development (L&D) Specialist designs, delivers, and evaluates engaging, inclusive learning programs that build employee skills and support RainCity’s strategic priorities. Reporting to the Director, Talent Management, this role develops in-person and eLearning content, implements and administers the Learning Management System, and partners with subject matter experts to ensure training is current, culturally responsive, and accessible. The Specialist incorporates equity, cultural safety, and decolonizing practices into all learning initiatives, fostering a culture of continuous growth. SCHEDULE: Monday – Friday, 8:30am – 5:00pm, with 30-minute unpaid break. Hybrid with 1 to 2 days in the office.
Required
Education & Experience:
- Post-secondary degree or diploma in Adult Education, Learning & Development, Human Resources, or related field.
- Minimum 5 years’ experience designing, delivering, and evaluating learning programs in both in-person and virtual formats.
- Proficiency with eLearning authoring tools and strong knowledge of Learning Management Systems.
- Demonstrated ability to integrate equity, inclusion, and cultural safety into learning initiatives.
- Experience managing multiple projects and collaborating with diverse groups.
Preferred
- Certified Training and Development Professional (CTDP), Certified Professional in Talent Development (CPTD), or equivalent designation.
- Experience working in non-profit, social services, or community-based organizations.
- Knowledge of trauma-informed practices and decolonizing learning approaches.
- Experience engaging with Indigenous communities and incorporating Indigenous knowledge into learning design.
- Familiarity with HR system integrations for LMS implementation.
The Learning & Development Specialist is responsible for the following responsibilities:
- Learning & Development Strategy & Program Planning
- Co-develop RainCity’s first organizational learning strategy with the Director, Talent Management, integrating equity, inclusion, cultural safety, and reconciliation principles throughout.
- Lead the planning and rollout of learning initiatives aligned with organizational goals, employee development needs, and cultural context.
- Plan, implement, and configure a Learning Management System (LMS) in partnership with HR and IT teams, ensuring it supports strategic learning objectives.
- Monitor and analyze LMS data to identify learning trends, gaps, and opportunities for improved engagement and adoption.
- Stay current on emerging learning trends, tools, and best practices to evolve RainCity’s L&D approach
- Training, Design, Delivery and Facilitation
- Design, deliver, and evaluate workshops, learning circles, and peer-led programs that are participatory, culturally relevant, and accessible to employees of all backgrounds and abilities.
- Develop interactive eLearning modules using Articulate and other authoring tools, embedding diverse perspectives and inclusive design principles.
- Facilitate leadership development sessions grounded in relational leadership, trauma-informed practices, and reconciliation commitments.
- Apply adult learning theory, cultural humility, and experiential methodologies in all program designs.
- Build and support “train-the-trainer” programs to empower internal facilitators, amplify lived experience, and encourage peer knowledge-sharing.
- Collaborate with internal teams, affinity groups, Indigenous knowledge keepers, and equity-deserving community leaders to co-create learning experiences that reflect diverse perspectives.
- Learning Evaluation, Analytics & Impact Measurement
- Develop and implement evaluation frameworks to measure learning effectiveness, participant engagement, and organizational impact.
- Analyze quantitative and qualitative data to inform program improvements and demonstrate value to leadership.
- Prepare and present quarterly participation and outcomes dashboards, highlighting progress, successes, and opportunities for growth.
- Recommend and implement enhancements based on participant feedback and strategic priorities.
- Leadership & Talent Development
- Co-design and deliver foundational and advanced leadership programs that integrate inclusive, culturally responsive, and equity-centered practices.
- Partner with HR to embed learning within performance management, career development, and succession planning frameworks.
- Contribute to employee engagement initiatives by supporting survey design, analyzing results, and facilitating action planning workshops.
- Provide guidance and tools to leaders to strengthen coaching, team development, and continuous learning habits.
- Relationship Building & Collaboration
- Establish strong, trust-based relationships with leaders, managers, HR teams, and external training providers.
- Engage in active consultation to ensure learning programs address operational realities and community needs.
- Act as a bridge between employees, leadership, and partners to adapt learning initiatives based on diverse voices and lived experiences.
- Innovation & Continuous Improvement
- Research and pilot innovative learning technologies, delivery models, and methodologies to enhance learning accessibility and engagement.
- Integrate feedback, lessons learned, and emerging best practices into program design.
- Promote a culture of knowledge-sharing, peer learning, and organizational learning agility.
Skills & Competencies
- Proven facilitation and instructional design skills, preferably within a non-profit or social impact setting.
- Strong knowledge of adult learning principles, equity-centered learning design, and trauma-informed facilitation.
- Ability to create interactive, participant-led learning in both in-person and virtual settings.
- Confidence and cultural sensitivity when facilitating conversations around equity, anti-racism, and reconciliation.
- Strong project management skills for planning and delivering complex, multi-stakeholder initiatives.
- Ability to navigate organizational change with adaptability and initiative.
- Proficiency in eLearning tools (Articulate preferred) and Learning Management System administration.
- Comfort with designing KPIs and analyzing data to evaluate learning impact.
- Deep respect for diverse knowledge systems and a personal commitment to ongoing learning.
