We are looking for a Head of Learning and Development (L&D) to help our employees advance their skills and knowledge. In this role, you should be passionate about helping people learn and grow. Excellent communication skills are essential. If you also have experience designing e-learning courses and managing budgets, we’d like to meet you.
Ultimately, you will help our company succeed by training and developing its people.
Responsibilities
- Responsible for the performance management system and processes
- Conducts annual training and development needs assessment.
- Develops training and development programs and objectives.
- Administers spending against the departmental budget and obtains and /or develops effective training materials utilizing a variety of media.
- Trains and coaches managers, supervisors and others involved in employee development efforts.
- Plans, organizes, facilitates and orders supplies for employee development and training events.
- Develops and maintains organizational communications such as MS Teams channels and newsletters to ensure employees have knowledge of training and development events and resources.
- Responsible for the creation of employee related policies and handbook
- Plans & organizes employee events in cooperation with the events team
- Manages effectively the L&D team and supports their development and motivation
- Conducts follow-up studies of all completed training to evaluate and measure results.
- Exemplifies the desired culture and philosophies of the organization.
- Works effectively as a team member with other members of management and the HR staff
Requirements
- At least 5 years of experience in L&D related roles within corporate organisations
- Previous managerial experience is desired
- Current knowledge of effective learning and development methods
- Familiarity with performance management, e-learning platforms and practices
- Experience in project management and budgeting
- Excellent command of the English language (C2 level certification desired, LanguageCert C2 LTE or C2 IESOL certificate would be a plus)
- Proficient in MS Office and Learning Management Systems (LMS)
- Excellent communication and negotiation skills; sharp business acumen
- Ability to build rapport with employees and vendors
- MSc in HR Management will be considered as an asset

Working on Home Office (HO) Secure English Language Tests (SELTs)
Any person who is engaged by PeopleCert to work on the SELT service must undergo a Background Check prior to commencing their SELT duties. All SELT personnel will be required to complete a declaration (provided by PeopleCert) where the existence of any criminal record and/or bankruptcy must be declared.
- If working on the SELT service in the UK, background checks will include:
- A basic or enhanced Disclosure Barring Service (DBS) check
- Right to Work in the UK check (including nationality, identity and place of residence)
- HO security check (Baseline Personnel Security Standard (BPSS) or Counter Terrorist Check (CTC)
- Financial background check
- Employment reference check.
- If working on the SELT service anywhere in the world (outside of the UK) personnel will undergo background checks that are equivalent to those stated for the UK.
