About the Role:
Bloomsburie is seeking an experienced Instructional Systems Designer (ISD) to support the Federal Emergency Management Agency (FEMA), Workforce Development Division (WDD), and FEMA Qualification System (FQS) curriculum development initiatives.
This position supports the development, revision, delivery, and evaluation of FEMA Incident Workforce training programs designed to improve national disaster response readiness and workforce qualification capabilities.
Job Summary:
The Instructional Systems Designer (ISD) will support the design, development, revision, and sustainment of FEMA training curriculum and instructional materials supporting all-hazards emergency management operations.
Responsibilities include:
- Design and develop instructor-led, virtual instructor-led (VILT), webinar, and asynchronous learning courses
- Develop Plans of Instruction (POIs), Course Maps (CMs), Instructor Guides (IGs), Participant Guides (PGs), Presentation Slides (PS), Test Banks (TBKs), and experiential learning activities
- Align Terminal Learning Objectives (TLOs) and Enabling Learning Objectives (ELOs) with FEMA Position Task Books (PTBs), competencies, and operational requirements
- Support Alpha and Beta course review and delivery efforts
- Facilitate course evaluations and assess instructional effectiveness
- Ensure all deliverables meet FEMA formatting standards and Section 508 compliance requirements
- Collaborate with FEMA personnel, Subject Matter Experts (SMEs), and cadre/program stakeholders
- Develop interactive and performance-based experiential learning activities and rubrics
- Participate in curriculum development meetings, project reviews, and planning sessions
- Support quality assurance reviews, content revisions, and document version control
- Develop and revise training materials utilizing instructional design best practices and adult learning methodologies
- Assist with SharePoint-based curriculum development support activities and related training products
- Support course conversion efforts for Microsoft Teams and virtual learning delivery environments
Minimum Qualifications
- Bachelor’s degree in Instructional Design, Education, Human Resources, Organizational Development, Emergency Management, or related field
- Minimum three (3) years of instructional systems design or curriculum development experience
- Experience designing and developing adult learning and professional training programs
- Experience with instructional methodologies and course development processes
- Strong technical writing, editing, and communication skills
- Experience developing instructor-led and virtual learning materials
- Exceptional knowledge of Microsoft Office Suite including Word, PowerPoint, Excel, SharePoint, and Teams
- Experience supporting Section 508 compliance requirements
- Ability to work in a dynamic, fast-paced federal environment
- Ability to obtain and maintain a FEMA Public Trust background investigation
Preferred Qualifications
- FEMA or DHS experience
- Experience supporting emergency management or disaster response training programs
- Familiarity with FEMA Qualification System (FQS), NIMS, ICS, or the National Response Framework (NRF)
- Experience utilizing ADDIE instructional design methodology
- Experience supporting Alpha/Beta course testing and evaluation activities
