Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. Organizational Development & Learning (OD&L) team partners with clients across the organization to design and deliver leadership and learning programs, develop talent strategies, and enhance employee experiences that support our future-focused workforce. We are looking for an experienced
Senior Consultant, Leadership Development that has a passion and proven track record in delivering leadership development programming with measurable success. They will enhance the leadership capabilities, culture, and accountability through design and delivery of leadership development programs. They will support as well as partner with our colleagues across the organization to continuously improve the overall employee experience through leaders.

What will I be doing?
As a Senior Consultant, you will play a critical role in designing and executing leadership development programs that strengthen our leadership pipeline and culture. You will be both a strategic advisor and hands-on executor, responsible for delivering programs that drive measurable impact.
- Review, enhance, and lead end to end execution of leadership development programs, including design, delivery, evaluation, and continuous improvement.
- Conduct needs analysis by partnering with HR and business leaders. As a subject matter expert in leadership competencies and frameworks, provide actionable and innovative leadership learning solutions aligned with strategic priorities and regulatory requirements to address leadership performance gaps.
- Apply project management and change management principles to ensure successful implementation of programs. Serve as a program lead, managing the output of other partners while balancing competing priorities to meet deadlines.
- Contribute to the design and implementation of a Leadership Development Strategy and competency frameworks with cross functional teams, supporting succession planning, leadership pipeline growth, and organizational effectiveness.
- Through the lens of leader accountability, develop and execute integrated talent development strategies across the employee lifecycle, focusing on engagement, retention, and growth of top talent.
- Proactively collaborate with HR colleagues (Inclusion & Engagement, Business Partners, Total Rewards, HR Technology, Communications, etc.) to secure support and alignment in integrating leadership and talent initiatives into broader people strategies and culture transformation initiatives.
- Manage multiple vendor relationships and oversee procurement processes to deliver high quality learning experiences
- Facilitate workshops, group coaching, and discussions that promote continuous learning and leadership growth.
- Create and deploy scalable learning resources and supports that meet diverse learner needs and foster a culture of continuous development.
- Apply coaching and consulting expertise and models of organizational development, change management, Lean, and adult learning to improve performance and drive continuous improvement.
- Manage end-to-end learning program delivery, using data-driven insights to evaluate effectiveness, conduct impact analysis to measure ROI, and recommend enhancements.
What Skills and Qualifications Do I Need?
- Demonstrated experience/training in leadership development, ideally working in a large or complex unionized environment.
- Completion of a University Degree in Human Resources, Organizational Development or related field, or a combination of education, training and experience deemed equivalent.
- Canadian Human Resources Professional (CHRP) designation is an asset.
- Familiarity with change management principles and their application in leadership development; change management designation is an asset
- Proven ability to lead and execute complex projects with competing priorities in large organizations; (PMP or similar certification is an asset)
- Strong knowledge of leadership competencies, frameworks, and assessment methods with the ability to translate theory into practical, scalable solutions.
- Experience applying adult learning principles and instructional design methodologies (e.g., ADDIE) to corporate leadership learning initiatives.
- Excellent coaching, facilitation, presentation, and communication skills to engage diverse audiences—including political acuity and stakeholder engagement skills with senior leaders.
- Proven ability to execute complex projects with competing priorities while without compromising attention to detail.
- Demonstrated business acumen with strategic and systems thinking to connect leadership development and talent initiatives to organizational goals.
- Proven ability to build trusted relationships through collaboration and client centricity in an effort to influence across all levels.
- Effective strategic communications skills, including the ability to develop communication strategies that drive awareness and uptake of programs and services to support change management and culture development.
- Data-driven mindset with the ability to analyze learning and talent metrics, measure program impact, and recommend evidence-based improvements.
- Demonstrated ability to leverage environmental scans and best practice research to support thought leadership in leadership development and organizational learning.
- Procurement and vendor management skills, including the ability to manage and sustain relationships with external partners through the full life cycle of contracts—from negotiation to delivery and renewal.
