Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Our Safety Training department is seeking a
Senior Training Development Specialist to contribute to the development of the overall learning strategy in the Safety Division. This is based on competency profiles and training needs analysis. The role leverages sound instructional design methodologies to develop training strategies that support complex work and processes. The position is responsible for facilitating continuous improvement through the design and development of effective and efficient training programs and solutions.
What will I be doing?
- Develops and implements training plans in conjunction with the Manager, Safety Training and Development; responsible for all aspects of training including project management, needs assessment, design, development and updating of training materials; designs all training programs of new and existing employees, including implementation and evaluation; coordinates and tracks training, post training supports; maintains up-to-date training records and ensures training programs are updated, as necessary; develops, facilitates delivery, and evaluates rail safety training programs.
- Designs and develops blended learning solutions that include both live and virtual training programs and learner supports: user guides, job aids, communities of practice and other methods to support rail safety.
- Coordinates and maintains the collection of documentation; champions the use and updating of job aids (i.e. site plans, checklists).
- Administers the Learning Management System (LMS) platform and manages the learning paths for each team member; research new and emerging learning technology and recommends feasible solution based on requirements, timelines, and costs.
- Develops an evaluation system to measure the effectiveness of quality programs; creates, monitors, and analyzes quality reports to identify areas of development and improvement in the quality key performance indicators.
- Collects and compiles statistical quality data; utilizes management information to assess productivity, quality measures and performance trends and evaluate adequacy of quality assurance standards; analyzes data to identify areas for improvement in the quality system; facilitates post-incident improvement sessions and any resulting discussions from the meetings; facilitates cross-functional discussions in service recovery improvement initiatives; supports and facilitates the development of quality assurance and data reports; prepares reports to communicate outcomes of quality activities.
- Designs, and delivers training programs, technical and soft skills, identified in Safety’s training strategy including determining instructional methods (e.g. individual training, group instruction, lectures, demonstrations, conferences, or workshops) and developing teaching aids and training materials (e.g. handbooks, multimedia visual aids, computer tutorials, simulations).
- Creates aesthetically pleasing content that aligns to Metrolinx’s visual branding standards; develops a variety of media such as graphics, video, audio, edit photorealistic imagery, and animations to create engaging content by using rapid e-learning authoring tools, presentation tools, and desktop publishing tools.
- Documents internal audits and other quality assurance activities; drafts quality assurance policies and procedures; interprets and implements quality assurance standards; devises sampling procedures and directions for recording and reporting quality data; reviews the implementation and efficiency of quality and inspection systems; investigates complaints and non-conformance issues.
- Acts as a mentor for junior staff by sharing best practices of creating training materials and development solutions; interprets and applies Adult Learning Theories to the work.
What Skills and Qualifications Do I Need?
- Completion of a postsecondary degree in, Adult Learning, Education or a related discipline – or a combination of education, training and experience deemed equivalent.
- Demonstrated progressive experience responsible for instructional design, training adults, and applying learning theory experience. Experience in Change Management or Project Management would be an asset. Experience in the transit industry an asset. Experience in a government agency an asset.
- Certified Training and Development Professional (CTDP), Canadian Human Resources Professional (CHRP), or Certified Human Resources Leader (CHRL) designations are an asset.
- Expertise in applying adult instructional/learning theories and principles, training methodologies and instructional design methodologies.
- Experience developing training strategies and plans for a large organization with multiple stakeholders.
- Experience designing, developing, and delivering training programs related to customer service and customer care.
- Written communication skills to design and write creative, high-impact content for training programs.
- Verbal communication skills to collaborate with a variety of staff across Metrolinx and to deliver dynamic and engaging training programs to CPG staff.
- Experience performing training needs assessments using a performance consulting, which identifies training or other appropriate intervention.
- Experience using performance analytics to measure training program success.
