Position Information
The purpose of this classification is to manage the operations and staff of a human resources division covering employee development, employee communications and wellness.
Essential Functions
Supervises, directs, and evaluates professional, technical, and administrative support staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
Plans, organizes, and manages daily operations of the learning and development division; establishes goals and objectives for functional areas assigned; reviews operational procedures and revises for efficiently and improved service; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and reviews completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; reviews and evaluates statistical data relevant to functional operations; and provides progress and activity reports to management.
Serves as subject matter expert for the learning and development division: advises and confers with managers and County administration; interprets policies and participates in policy development; maintains knowledge of regulations governing functional area and ensures compliance; and guides special projects and initiatives within assigned functional area.
Manages a comprehensive set of employee development programs, to include professional and educational learning programs, performance appraisal processes, health/wellness opportunities, employee assistance programs, and related training and employee involvement initiatives. Partners with external vendors on development and administration of leadership/professional development programs
Oversees internal employee communications, to include intranet, email, and print materials distributed to County employees and retirees.
Performs special assignments as requested, to include researching and preparing special reports and projects, developing and implementing programs, and presenting technical data to management, elected officials, and others.
Maintains current knowledge of industry, regulatory, and legislative developments affecting human resources to ensure application to and compliance in all areas of responsibility.
Confers with senior management to keep them informed on key issues and progress toward objectives and to gain necessary support and approval; makes recommendations to assist senior management in implementing necessary improvements.
Participates in department policy development and administration, including researching legislation, evaluating regulatory compliance, drafting proposed new/modified policies and procedures, and administering compliance for approved changes.
Serves as backup for the Employee Relations and Compliance Specialist as needed.
Performs other related duties as assigned.
Minimum Qualifications
Bachelor's degree in Human Resources Management, Industrial Organizational Psychology, Organizational Behavior, Public Administration, or related field required, Master's degree preferred; supplemented by ten years of progressively responsible experience in human resources, to include lead or supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Preferred Qualifications
Experience with and knowledge of adult learning concepts.
Experience in state or local government.
Licenses and Certifications
PHR, SPHR, SHRM-SCP, SHRM-CP or CCP or related certification is strongly preferred.
Physical Abilities
Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station.
Sensory Requirements
Some tasks require the ability to perceive and discriminate sounds, and visual cues or signals. Some tasks require the ability to communicate orally.
Environmental Factors
Essential functions are regularly performed without exposure to adverse environmental conditions.
