RTS have partnered with a large public sector organisation is currently a Senior Learning and Development Consultant within business partnering for a 6 month initial contract.
The rate for this role will range between £500 - £550 per day umbrella (inside IR35) and the successful candidate will need to undergo security clearance (SC).
Based in London, the role will include hybrid working with 3 days office attendance required per week.
About the Role
This is a dynamic contract opportunity within a regulated environment where you’ll play a critical part in conducting Learning Needs Analyses, co-designing instructionally sound training programmes, and managing end-to-end stakeholder engagement. Your work will directly contribute to professional development, operational efficiency, and the long-term impact of training across their organisation..
Key Responsibilities
• Conduct in-depth Learning Needs Analyses (LNA) aligned to business priorities
• Consult with stakeholders, SMEs, and leaders to validate needs and build learning strategies
• Lead structured design of learning packages
• Apply learning taxonomies (e.g., Bloom’s) to define learning levels
• Co-develop assessment strategies and instructional specifications
• Partner with content designers to build engaging, compliant training materials
• Oversee QA documentation, including Train the Trainer content and delivery standards
• Scan future learning needs and help shape curriculum for a regulated workforce
Required Skills
• Proven expertise in conducting LNAs and translating insights into actionable designs
• Strong stakeholder engagement and project management capability
• Practical understanding of learning taxonomies and assessment design
• Excellent communication skills — verbal, written, and instructional
• Organised, detail-oriented, and able to manage multiple priorities with finesse
• Creative thinker with a growth mindset and a passion for learning excellence
