We are seeking a tech-savvy Learning and Development Program Consultant to join our team. The ideal candidate will have a strong background in leveraging Learning and Development (L&D) technology to create and manage innovative learning initiatives. This role requires excellent project management skills and the ability to measure learning success through metrics and data.
As the Learning and Development Program Consultant, you will lead the integration and optimization of learning and development (L&D) technology, including Learning Management Systems (LMS) and human resources (HR) technology, to deliver cutting-edge learning experiences. You will drive the creation, design, and delivery of effective learning programs from initial concept through implementation, utilizing technology to enhance efficiency, scalability, and impact.
As part of the Human Resources Team, you will partner with key stakeholders to align learning strategy with business goals and implement innovative programs. You will leverage LMS and HR technology to measure business outcomes and continuously improve learning solutions. In collaboration with Human Resources, subject matter experts (SMEs), and business leaders, you will analyze learning needs and design technology-driven solutions that drive development.
You will support the Unified Personnel System as a trusted learning partner to multiple organizations with diverse workforces. Additionally, you will work closely with cross-functional Learning and Development leaders and key business partners to identify the right technological solutions and prioritize initiatives for the greatest business impact.

Responsibilities
Learning and Development Technology Integration
- Lead the implementation and optimization of learning and development (L&D) technology platforms to enhance learning experiences.
- Collaborate with IT and vendors to ensure seamless integration and functionality of learning technologies.
- Stay current with emerging technologies and trends to continually innovate and improve learning solutions.
Learning Management System (LMS) Expertise
- Oversee the administration and optimization of the Learning Management System (LMS) to enhance user experience and engagement.
- Develop and maintain LMS content to ensure it is up-to-date and relevant.
- Train and support staff on LMS functionalities and best practices.
- Customize LMS features to meet the organization's specific needs.
- Analyze LMS data to assess program effectiveness and identify areas for improvement.
Program Management
- Design, develop, and implement technology-driven learning and development programs that align with organizational goals.
- Manage the lifecycle of learning projects from inception to completion, ensuring timely delivery and quality outcomes.
- Conduct needs assessments to identify learning gaps and opportunities for program development.
- Develop and maintain a comprehensive program roadmap that outlines strategic objectives and milestones.
- Ensure programs are scalable and adaptable to meet the evolving needs of the organization.
- Facilitate regular program reviews and updates to ensure alignment with business objectives.
- Coordinate with external partners and vendors to enhance program offerings and resources.
Project Management
- Develop detailed project plans, including timelines, budgets, and resource allocation.
- Coordinate cross-functional teams to ensure alignment and successful execution of learning initiatives.
- Monitor project progress and adjust plans as necessary to meet objectives.
Measuring Learning Success
- Develop and implement metrics to evaluate the effectiveness of technology-driven learning programs.
- Use data analytics to measure learning outcomes and drive continuous improvement.
- Report on learning success and return on investment (ROI) to stakeholders, providing actionable insights and recommendations.
Knowledge, Skills, And ABILITIES
- Bachelor’s degree in Education, Human Resources, Business Administration, or a related field, strongly preferred.
- Over 5 years of hands on experience in Learning Management Systems or Learning and Development technology.
- Proven experience in learning and development, with a focus on L&D technology and LMS management.
- Ability to work independently and collaboratively to accomplish assignments with minimal supervision.
- Proficient in Microsoft Office, Articulate Storyline, Adobe Suite, and/or other e-learning software and technologies, as well as learning management and learning experience systems.
- Comfort with new technology and ability to learn quickly and use new software applications, including those related to learning metrics and analysis.
- Experience integrating AI tools and technologies to enhance learning experiences and improve instructional design processes.
- Strong project management skills, with a track record of successfully managing complex projects.
- Ability to analyze data and generate actionable insights.
- Certification in project management (e.g., PMP) is a plus.
- Excellent verbal, written, and interpersonal communication abilities.
- Strong problem-solving skills to identify challenges and develop practical solutions in instructional design and learning development.
