THE IDEAL CANDIDATE
This position sits within the Human Resources job family and represents the senior-level role for Learning & Development within Travis County’s corporate HR Department. As a seasoned HR professional, the Senior Learning & Development Coordinator brings advanced expertise in organizational development, training strategy, and workforce capability building. Experience with Articulate, Canva, and SAP Sucess Factors LMS is preferred.
This role is distinguished by its responsibility for performing high-level analysis, developing countywide learning frameworks, and executing complex, professional HR management duties that directly support strategic goals. The position requires a strong ability to interpret organizational needs, design scalable development solutions, and influence leaders across departments. It serves as a subject-matter expert who elevates the county’s learning culture and ensures employees have the tools, skills, and pathways to succeed in public service.

Duties And Responsibilities
- Using ADDIE model or other training theories and or models, managing full training cycle training including needs analysis, training strategy, designing, development and delivery of training programs or curriculums for adult learners for the Travis County.
- Develops program goals, initiatives, and best practices, ensuring adherence to and compliance with applicable Federal, State and Local laws, certification-based mandates and standards, and departmental and County policies, procedures, and practices.
- Designs, develops, presents, coordinates, facilitates, and evaluates learning strategies and training programs and initiatives for county employees.
- Assists in procuring training and development services from vendors including price negotiations, contract review, and curriculum content analysis.
- Assist in preparation and administration of training budget. Monitors and approves budget expenditures to ensure consistency with organizational goals and objectives and remaining available funds.
- Provides high level technical advice, policy interpretation and guidance for application of appropriate training and certification procedures to supervisors and other staff countywide.
- Provides advanced student support and implementation of training solutions. Tracks trends and makes recommendations regarding training technology.
- Oversees the development of curricula and courseware. Analyze laws, codes, and policies to consult with subject matter experts to design and develop curriculum related to training needs.
- Deliver instructor led training classes. Help develop the subject matter experts with their content and delivery. Ensure that training materials, resources, and aids are kept up to date and are effective.
- Utilizes knowledge of state data base system used by the County to record employee training records.
- Performs other job-related duties as assigned.
Minimum Requirements
Education and Experience:
Bachelor’s degree in Education, Human Resource Management, Public Administration, Business Administration, Organizational Development or a directly related field AND five (5) years responsible experience in the planning, development, coordination, conducting and evaluation of in-house or professional training, education, and employee development programs, educational workshops and personnel seminars;

Any combination of education and experience that has been achieved and is equivalent to the stated education and experience and required knowledge, skills, and abilities sufficient to successfully perform the duties and responsibilities of this job.
Licenses, Registrations, Certifications, or Special Requirements:
Valid Texas Driver’s License.
Preferred:
Senior Professional in Human Resources (SPHR); OR, Professional in Human Resources Certification (PHR).
Society of Human Resources Management Senior Certified Professional (SHRM-SCP); OR, Society of Human Resources Management Certified Professional (SHRM-CP).
Skill in:
- Analyzing, designing, developing, implementing, and evaluating training programs for adult learners.
- Using and maintaining various audio-visual training aides.
- Working with and training large groups of people with diverse backgrounds in organization.
- Utilizing Learning Management Systems (LMSs).
Work Environment & Other Information
Physical requirements include the ability to lift/carry up to 20-50 pounds occasionally, visual acuity, speech and hearing, hand and eye coordination and manual dexterity necessary to operate a computer and office equipment. Subject to standing, walking, sitting, repetitive motion, reaching, climbing stairs, bending, stooping, kneeling, crouching, crawling, pushing, pulling, balancing, client/customer contact, squatting to perform the essential functions.
Travis County employees play an important role in business continuity. As such, employees can be assigned to business continuity efforts outside of normal job functions.
