Main Purpose of Job
This position works within the Department of General Services’ Office of Human Resources, handling advanced-level professional HR work in the primary area of Employee Learning and Development. Duties in this area consist of instructional design, learning management system administration, and designing and/or conducting work-related training and development programs across the agency to improve individual skills and organizational performance. This position will work with employees, managers and executives throughout the Department to evaluate employee development and training needs to improve overall organizational performance. The incumbent will also be responsible for assisting with mandatory employee training programs as required by policy and law. Additionally, the incumbent may perform HR Generalist duties to support other areas within DGS’ HR Office as needed.
POSITION DUTIES
Duties for this position include, but are not limited to:
- Design, develop, and implement employee training and professional development programs to support organizational performance and employee growth.
- Conduct training needs assessments and evaluate skill gaps to identify and recommend learning solutions aligned with agency and position-specific goals.
- Develop and design instructor-led, virtual, and self-paced online training programs and learning materials.
- Administer and manage the agency’s Learning Management System (LMS), including course creation, tracking employee training compliance, generating reports, and monitoring training completion.
- Serve as a subject matter expert for eLearning platforms and instructional technologies, including interactive online learning tools and digital training resources.
- Coordinate employee development initiatives, leadership development programs, and training activities with internal stakeholders and external vendors/consultants.
- Provide guidance and consultation to managers and employees regarding training, professional development plans, and learning opportunities.
- Prepare and maintain reports and training records.
- Collaborate with leadership, managers, and HR staff to support organizational initiatives, workforce development, and continuous process improvement.
- Additional HR generalist functions, as needed, in support of DGS’ human resources goals.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Five years of administrative staff or professional work.

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.
3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Strong preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information regarding all qualifications in your application.
- Experience developing engaging eLearning content using instructional design software and multimedia tools.
- Experience using Learning Management Systems (LMS), preferably Workday Learning, to administer, manage, and support employee training and development programs.
- Experience utilizing instructional design methodologies, adult learning principles, and training evaluation techniques.
- Experience assisting and facilitating presentations, trainings, and meetings, managing projects, and consulting with stakeholders to support organizational initiatives and workforce development goals.
- Experience using Microsoft Office Suite, Articulate 360, Adobe Creative Suite, and other training development tools.
- Experience in analyzing workforce development needs and developing effective training strategies and solutions to support organizational goals and employee performance.
