EnCompass LLC is seeking a
Senior Learning and Talent Development Specialist with a passion for creating solutions throughout the employee lifecycle that enhance organizational performance. The Senior Learning and Talent Development Specialist will work as part of an appreciative, collaborative team to design, develop, deliver, evaluate, and manage foundational, technical, and human-centered capability learning opportunities for EnCompass staff.
They will manage the planning, development, delivery, and tracking of learning activities and tools for onboarding, skills, and compliance training for our internal staff and contribute to building the infrastructure for company learning initiatives. The Senior Learning and Talent Development Specialist will manage, populate, and maintain the EnCompass Academy Learning Management System (LMS) and collaborate with internal stakeholders to ensure optimal use by course creators and participants of the platform.
This is a full-time position located at the EnCompass principal office in Silver Spring, Maryland, and follows the EnCompass flexible hybrid work model with split time between telework and the office. This individual may also be expected to work from client sites in the Washington, DC metro area, as needed.

Position Duties and Responsibilities
Essential Functions
- Provide instructional design services to departments and teams across the company in alignment with the Talent Development portfolio and company priorities
- Develop and maintain a robust company onboarding program that includes EnCompass foundational competencies, EnCompass values, and human centered capabilities, and integrates our commitment to DEI
- Ensure that all Talent Development products and company learning events and tools are aligned with the EnCompass Talent Development model and company values
- Support and contribute to Talent Development and company knowledge management and learning activities and processes
- Work collaboratively with company subject matter experts to understand our policies, business operations, and products and translate them into effective learning resources and processes and tools
- Stay current and share knowledge about the latest trends in learning and development
Learning Design
- Contribute to the development of dynamic, experiential learning session designs, including macro designs based on internal client's content, micro designs, and training scripts using creative, adult-learning and evidence-based approaches
- Contribute to learning evaluations, using Kirkpatrick Levels 1, 2, and 3 as appropriate
- Collaborate on the design and development of videos, animations, and e-games, storyboards for e-tools, e-learning courses, and videos
- Contribute to, and support the design and implementation of, company-wide meetings and events
Company Onboarding
- Manage, coordinate, and maintain the company’s onboarding program ensuring efficient processes are in place, and are followed, to support a new hire
- Contribute to continuous improvement efforts to refine and enhance company onboarding including content review, and the development of evaluation metrics and reporting
- Collaborate with the Talent Development team and EnCompass’ Digital Learning Hub to revamp current virtual instructor-led company onboarding content into a blended learning format including synchronous and asynchronous components as appropriate
- Create and/or oversee the creation of documents and processes needed to supplement the company’s onboarding system including communication templates, process automation, job aids, forms, templates, guidance documents and other items as needed
- Serve as Course Administrator for NAVEX Exchange LMS for compliance e-learning courses
Learning Management System
- Manage the EnCompass Academy LMS, and, in collaboration with, the Digital Learning Hub maintain and populate the platform
- Contribute to the development and implementation of the internal EnCompass LMS operational plan/strategy for optimal use by LMS administrators, course creators, and participants of the platform
- Collaborate with internal stakeholders to ensure that relevant communication and learning sites are appropriately integrated, cohesive, and user friendly
Other
- Supports consultants working to develop training sessions or programs
- Communicate project deliverables to team members, and other stakeholders in a clear and concise manner
- May supervise and/or mentor staff
- Engage fully as a member of the EnCompass staff team, including participating in staff meetings and other EnCompass activities
- Develop and maintain positive and productive relationships with clients and stakeholders in EnCompass’ success.

Qualifications
Academic Qualifications
- Minimum of a High School Diploma and 11 years’ experience, or an Associate’s Degree and 9 years’ experience, or a Bachelor’s degree and 7 years’ experience; or Master’s degree and 5 years’ experience; or PhD and 3 years’ experience
- Degree in adult learning, organizational development, public health, international affairs, international development, or a related field preferred
Experience And Skills
- Minimum 3 years experience designing, delivering, and evaluating experiential and interactive learning experiences using blended learning and innovative technologies
- Knowledge of learning principles including adult learning, learning styles theory, participatory methods, experiential learning, instructional design including evaluation of learning, universal design learning, and related topics
- Knowledge of and experience in designing e-learning and multimedia content
- Familiarity with leading-edge thinking, methodologies, and approaches for learning and development programs and activities
- Prior experience establishing and overseeing LMS projects and initiatives required
- Strong writing and synthesis skills; ability to convert technically complex concepts into plain language and able to communicate to a variety of audiences with a high degree of cultural sensitivity
- Demonstrated experience in storyboarding, designing, and developing e-Learning tools or courses
- Strong presentation skills with a dynamic, engaging facilitation style
- Ability to confidently engage with staff at all levels to define needs and expectations, collaborate on projects with senior-level clients and team members, and communicate results
- Ability to work sensitively in multi-cultural environments and build effective working relations with clients and colleagues
- Commitment to and experience integrating diversity, equity, inclusion, belonging, and accessibility into all designs, sessions, and interactions
- Strong planning, organization, strategic thinking, communications, relationship building, project management, and problem-solving skills
- Ability to manage time and prioritize tasks, producing quality products and services within tight time constraints
- Experience working or living overseas preferred
- Fluency in language(s) other than English (e.g. French, Spanish, Arabic, Russian, Portuguese) preferred
- Experience designing and implementing 508 compliant activities preferred
- Ability to work in an environment committed to strengths-based approaches, grounded in Appreciative Inquiry
- U.S. Citizenship or permanent residency required

The pay range for this role allows for the wide variety of factors that are considered in making compensation decisions including, but not limited to skill sets, experience and training, certifications, and other business and organizational needs. At EnCompass, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is
$82,000 - $98,000
