Building Ontario Fund (BOF) is seeking a full-time Senior Manager, People Strategy. (This job posting represents an existing vacancy.)
PURPOSE OF POSITION
As a strategic HR partner, you will collaborate closely with business leaders to integrate people practices into the broader business strategy. This role is ideal for a “builder-doer” who thrives on both influencing at a strategic level and executing hands-on programs that shape the employee experience. In addition, you will lead and develop members of the broader People & Culture team, supporting their growth while strengthening our operational foundations.
KEY RESPONSIBILITIES
- Provide leadership and oversight to the People & Culture Business Partnering function, ensuring high-impact consulting and coaching supports business unit objectives.
- Establish and maintain strategic partnerships with senior leaders to shape and advance the people and culture strategy.
- Translate business priorities into integrated people strategies that drive measurable outcomes.
- Oversee succession planning, leadership development, and talent pipeline strategies, ensuring critical roles and competencies are identified and developed.
- Guide leaders in identifying talent gaps and implementing strategies to build capability and organizational readiness.
- Oversee the design and implementation of organizational development (OD) programs to enhance performance, engagement, and culture.
- Drive enterprise change management initiatives, ensuring effective planning, communication, adoption, and sustainability of change.
- Champion a high-performance culture through leadership development, engagement strategies, and continuous improvement initiatives.
- Lead strategies to enhance employee engagement, strengthen culture, and improve employee experience.
- Monitor and evaluate program effectiveness, using metrics and feedback to drive continuous improvement.
- Provide oversight and guidance on complex employee relations matters, including workplace investigations (e.g., WDHP, human rights, conflict resolution).
- Build leadership capability by coaching and developing leaders to excel in people management and decision-making.
- Foster strong collaboration across the People & Culture team to ensure integrated, client-focused service delivery.
- Champion a culture of continuous improvement, innovation, and client service excellence.
- Act as a trusted strategic partner to business unit leaders, providing guidance on employee relations, workforce planning, organizational change, and performance management
- Design and execute key people programs such as performance management cycles, compensation reviews, and employee experience initiatives
- Develop and maintain forward-thinking policies and practices that align with a human-centered culture while ensuring compliance with employment standards
- Drive learning and development initiatives by creating and delivering scalable programs that support capability building and continuous growth
- Leverage people data and insights to inform decision-making, identify trends, and deliver strategic recommendations that strengthen organizational effectiveness and retention
- Mentor and support members of the People & Culture team, fostering professional growth and strengthening overall team capability.
Qualifications
Education and Experience
- Bachelor’s degree in Human Resources, Business Administration, or a related field. CHRP or equivalent certification is considered an asset.
- 7+ years of progressive experience in Human Resources or People Operations.
Knowledge and Skills
- Demonstrated experience acting as an HR Business Partner to senior leaders, with the ability to influence decisions and provide sound judgment in complex situations.
- People management experience, with a track record of developing team members and setting clear priorities.
- Strong knowledge of employee relations, performance management, organizational design, and operational HR processes.
- Experience overseeing payroll and benefits processes, with a strong understanding of compliance and employment legislation in Canada.
- Experience in a startup, scale-up, or SaaS environment is considered an asset.
- Proven ability to balance strategic thinking with hands-on execution.
- Strong analytical skills with the ability to interpret HR data and translate insights into recommendations.
- Excellent written and verbal communication skills, with the ability to engage stakeholders at all levels of the organization.
- Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, SharePoint, Teams)

Our office at 79 Wellington Street W, Toronto is steps from Union Station, with great dining and transit options.
As part of the Ontario Public Service, BOF requires employees to work in-office five (5) days/week. We believe in-person presence and collaboration strengthens culture and service delivery.

The expected salary range for this role is CA$125,000 - CA$157,000 for candidates who meet the stated qualifications.
