We are looking for a Head of Training & Development for our clients, based in Dammam.
The Head of Training & Development is responsible for supervising, planning, organising, and administering all activities pertaining to training and development across all Company locations, in accordance with Company training policies and procedures. The incumbent will lead the strategic design and delivery of all training-related services, oversee the progress and placement of on-the-job trainees, and ensure that comprehensive orientation and induction programmes are conducted for all newly hired employees. This role is also responsible for developing, reviewing, and amending training policies and procedures, and for generating training-related reports as required by management.
Key Responsibilities
Training Strategy & Programme Management
- Develop and execute a comprehensive training and development strategy aligned with organisational goals, production targets, and workforce planning needs across all Company sites.
- Design, implement, and continuously improve training programmes covering technical skills, operational procedures, safety, leadership, and professional development.
- Establish training KPIs and metrics to measure programme effectiveness, ROI, and impact on operational performance.
- Generate and present regular training reports, dashboards, and analytics to senior management.
On-the-Job Training & Trainee Management
- Oversee and monitor the progress of all on-the-job trainees across Company locations, ensuring structured development plans are in place and adhered to.
- Ensure the timely assignment of trainees to their targeted positions upon successful completion of their training programmes.
- Implement competency-based assessment frameworks to evaluate trainee readiness and capability for role placement.
- Coordinate with department heads and plant managers to align trainee development with operational requirements.
Orientation & Induction Programmes
- Ensure that a proper and effective orientation and induction programme is conducted for each employee newly hired to the Company.
- Continuously review and enhance induction content to reflect current Company policies, safety standards, and operational procedures.
- Coordinate cross-functional onboarding activities to ensure new hires are effectively integrated into their respective departments.
Training Policies, Procedures & Compliance
- Develop, review, and amend all required training policies and procedures in line with Company standards and KSA regulatory requirements.
- Ensure all training programmes comply with Saudi labour laws, HRDF requirements, and industry-specific safety certifications (e.g., NEBOSH, IOSH, OSHA).
- Maintain accurate and auditable training records across all locations for compliance and reporting purposes.
Technical & Safety Training
- Oversee the design and delivery of technical training programmes covering plant operations, equipment handling, process optimisation, and industrial safety protocols.
- Coordinate with HSE teams to ensure mandatory safety, health, and environmental (SHE) training is delivered consistently and kept up to date.
- Embed a culture of safety through continuous learning initiatives and awareness campaigns across all sites.
Qualifications & Experience
- University Degree in Human Resources (mandatory as per Company requirement). A Master’s degree, MBA, or postgraduate qualification in HR, Organisational Development, or a related field is preferred.
- Minimum 10–12 years of progressive experience in training and development, with at least 5 years in a senior or head-of-function role.
- Proven track record in an industrial manufacturing environment (steel, cement, petrochemicals, or heavy engineering sectors strongly preferred).
- Demonstrated experience managing training operations across multiple sites or locations.
- Experience working in the GCC region, with a strong understanding of KSA labour laws, HRDF requirements, and Saudization/Nitaqat frameworks.
- Professional certifications in L&D are advantageous (e.g., CIPD, CPTM, ATD, SHRM).
- Experience implementing competency frameworks, trainee management programmes, and LMS platforms at scale.
