Manager of Human Resources
The Hamlet of Kugluktuk is looking for an energetic, people-focused leader to become our next Manager of Human Resources. As a trusted advisor to Council, staff, and community partners, you’ll guide human resources and labour relations programs that are fair, consistent, and rooted in the unique needs of Kugluktuk!
As a key member of our Administration team, you’ll bring strategic vision and hands-on expertise to everything from workforce planning and employee development to policy implementation and collective agreements. This position can be based in-community, hybrid, or remote. Candidates who relocate to the community will receive an annual Northern Living Allowance of $23,000 in addition to their salary. For hybrid arrangements, the allowance will be provided on a prorated basis.
RESPONSIBILITIES
The Manager of HR will lead the design and delivery of HR and Labour relations programs, provide strategic advice, and oversee workforce initiatives that contribute to organizational effectiveness. Key responsibilities include:
Strategic & Advisory
- Provides advice to Council, management and staff on human resources issues, administration of programs and interpretation of collective agreements
- Evaluates, develops, recommends policies and procedures that support Council’s and the corporate goals and objectives as well as meets regulatory requirements such as:
- Recruitment, promotion and orientation of employees.
- Respectful Workplace issues.
- Employment Contracts.
- Job Evaluation and Job Descriptions.
- Training and Development.
HR Operations & Workforce Planning
- Assists in carrying out periodic reviews of departmental structures to make adjustments to meet the changes in customer service requirements and/or regulatory changes that affect the structure of the organization.
- Manage human resource information and other related record systems (leave and attendance).
- Ensures the continued availability of skilled and knowledgeable employees within the community by carrying out effective recruitment, orientation, training, coaching and succession planning.
- Develops and implements new human resource programs aimed at increasing overall organizational effectiveness.
Employee & Labour Relations
- Interprets and advises on the collective agreements and appropriate legislation, including Employment Standards, the Labour Code and Human Rights for Council, management and staff.
- Coordinates and participates in Collective Bargaining processes including the preparation of bargaining proposals.
Investigations
- Conduct fair, thorough, and timely investigations into employee complaints, workplace concerns, and alleged policy violations.
QUALIFICATIONS
- Post-secondary education in Human Resources Administration.
- Minimum of 5 years professional Human Resources experience.
- A sound understanding of human resources policies and practices, including labour relations, policy development and implementation.
- Strong knowledge of Nunavut Employment Standards and the Nunavut Occupational Health and Safety Regulations.
- Solid understanding of the principles of confidentiality when dealing with sensitive employee information, workplace investigations and job competitions. Awareness of the applicability of the Freedom of Information and Protection of Privacy Act in a HR setting.
- Excellent interviewing, investigative, analytical, and problem-solving abilities.
ADDITIONAL REQUIREMENTS
- Successful Criminal Records Check with Vulnerable Sector clearance.
