Position Title: Policy Advisor - Early Learning Clinical Services

PURPOSE
The Gwich'in Tribal Council (GTC) is seeking a Policy Advisor to develop an Early Learning Clinical Services Policy and Procedures Manual for use by GTC Early Learning Centres. The successful candidate will utilize the Literature Review completed by GTC in 2026 as a foundational resource and incorporate its findings and relevant recommendations into the Policy Manual. The Policy Advisor will work with Literature Review consultant. The Literature Review will be completed by December 2026. The Manual will provide Early Learning Centre staff with clear, practical processes for identifying clinical needs, coordinating services, and accessing clinical and financial supports, including Jordan's Principle and GNWT rehabilitation services.
RESPONSIBILITIES
- Review and utilize the 2026 GTC Literature Review and incorporate relevant findings and recommendations into the Policy Manual.
- Develop a practical Early Learning Clinical Services Policy and Procedures Manual.
- Establish procedures for identifying clinical and developmental needs and coordinating appropriate referrals and services.
- Develop processes for accessing and navigating Jordan's Principle funding and GNWT rehabilitation and clinical services.
- Develop procedures and forms for family engagement, consent, privacy, confidentiality, documentation, referrals, follow-up, and service coordination.
- Develop supporting tools, including checklists, referral forms, tracking tools, and workflows.
- Consult with GTC leadership, Early Learning Centre staff, families, and relevant service providers as required.
- Ensure the Manual reflects Gwich'in values, cultural safety, and the realities of northern and remote service delivery.
- Conduct targeted research where required to confirm current legislation, program requirements, funding criteria, and service pathways.
- Provide recommendations for implementation, staff training, and ongoing policy review.
- Deliver a final, user-friendly Policy and Procedures Manual in editable and PDF formats.
- Other duties as required.
QUALIFICATIONS
- Post-secondary education in policy, public administration, health, social services, early learning, education, or a related field.
- Experience developing policies, procedures, operational manuals, or programs.
- Knowledge of early learning, clinical, rehabilitation, or children's services.
- Knowledge of Jordan's Principle and GNWT services is an asset.
- Experience working with Indigenous organizations or in northern/remote communities is an asset.
- Strong research, writing, organizational, and consultation skills.
- Ability to work independently and meet project deadlines.
