We are looking for a U.S.-based Subject Matter Expert (SME) in Highway/ Civil Construction Inspection for a Local Technical Assistance Program (LTAP) project of one of our USA-based clients.
Project Context:
The Client is developing an approximately 7-module / 7-hour intermediate-level online Civil Inspector Level II course for professionals involved in highway/construction inspection.
The SME will work alongside our instructional design and learning development team. This is not a pure content-review role. The SME will be expected to contribute to the development and authoring of the technical content and may also support technical instruction, narration and recorded presentations.
Ideal SME Profile:
We are looking for a practitioner with substantial hands-on experience in:
- Highway/roadway construction inspection
- Civil construction inspection
- Transportation infrastructure projects
- Construction management/field inspection
- Highway maintenance
- Public-sector construction projects
The individual should ideally have 10+ years of relevant experience, although the quality and relevance of experience are more important than an exact number of years.
Required Technical Experience:
The SME should have strong working knowledge of:
- Highway construction practices and methods
- Construction inspection processes
- Construction plans and specifications
- Project/contract documentation
- Construction progress tracking
- Quality control/quality assurance
- Field inspection and reporting
- Highway maintenance practices
- Inspector roles and responsibilities
- Working with contractors and public-agency project teams
Experience working on projects for state DOTs, counties, municipalities or other public-sector transportation agencies is highly desirable.
Key Responsibilities:
The SME will work with our instructional design team to:
- Help define and validate the Civil Inspector Level II curriculum
- Identify appropriate intermediate-level inspection topics
- Develop and author technical course content
- Provide practical field examples, scenarios and case situations
- Validate technical accuracy of instructional materials
- Contribute to technical instruction and presentations
- Potentially provide narration and/or recorded video instruction
- Review and validate videos, graphics, knowledge checks and other learning activities
- Participate in structured review cycles with the instructional design team and client stakeholders
The SME should therefore be comfortable explaining technical concepts to adult learners, not just performing the work themselves.

Candidates with any of the following would be particularly valuable:
- Senior Highway Construction Inspector
- Senior Civil Construction Inspector
- Transportation Construction Engineer
- Construction Manager
- Resident Engineer
- Senior/Lead Inspector
- Highway/Transportation Project Manager with significant inspection responsibility
Experience training, mentoring or supervising inspectors is strongly preferred.
Experience delivering technical workshops, toolbox talks, professional training or presentations would also be valuable.
Important: Instructional Design Experience Is NOT Required
We do not expect the SME to be an instructional designer or e-learning developer. Our team will provide the instructional design, learning architecture, multimedia development, accessibility and course-production expertise.
Pay: $50.00 per hour
