Description Of Job
About the Work Unit:
The Culture & Belonging Specialist will be housed within the Office of Human Resources and reporting to the Professional & Organizational Development (POD) Manager. With the guidance and support of the Director of Culture, Strategy, Equity, & Innovation (CSEI) and EDI Officer, the Director of Human Resources and the POD Manager, the Culture & Belonging Specialist provides department-level programming support around the work of culture and belonging to bridge divisional level work with the departmental IDEA strategy and performance reporting ensuring coordination and collaboration across work units.
The Office of Human Resources (OHR) provides strategic, tactical, and operational services to implement a comprehensive integrated departmental human resources (HR) program that maximizes productivity, diversity and inclusion, and a positive work environment while minimizing liability and risk in the department. Services include establishing and consulting on departmental talent management policies and processes (job evaluation, compensation practices, selection); interpreting and complying with the State Personnel System rules and policies as well as state and federal employment law; employee and labor relations (dispute resolution, performance management, discrimination complaints, and labor agreements); comprehensive talent acquisition (recruitment marketing, sourcing, recruitment, new employee experience), organizational development (workplace culture, inclusion, diversity, equity, & accessibility (IDEA), employee engagement, consulting), professional development (training, mentorships and career development, succession planning); time off and benefits administration; employee wellness and safety; and technical operational support (HR systems, onboarding/off boarding, transaction processing).
What You Will Be Doing
The Culture & Belonging Specialist:
- Demonstrates passion and performance around inclusive excellence.
- Possesses a breadth of knowledge and experience applying learning and development solutions towards culture and belonging and inclusion, diversity, equity, and access (IDEA) work.
- Remains aware of trends surrounding IDEA at the local, state, and national level to help champion the IDEA strategy at the department level.
- Demonstrates experience in developing culture and belonging programming and training that has contributed to building this capacity across organizations of over 2000 people.
- Uses sound project management, change management, and performance management processes, practices towards effectively implementing new programs and training.
- Operates both strategically and operationally embracing open-mindedness, curiosity, and continuous improvement.
- Demonstrated experience with instructional design, group dynamics, applied adult learning theory, and effective small to large group facilitation skills.
- Demonstrates experience designing, developing, implementing, and evaluating organization-wide learning and development programs and has helped to manage vendor relationships.
- Demonstrates proficiency in creating partnerships and working in a collaborative environment.
- Experience balancing multiple priorities and deadlines in a fast paced and evolving environment.
- Demonstrates professional communication skills characterized by active listening, emotional intelligence, and conflict management, with an emphasis on self-awareness and timely results- oriented communication.
- Demonstrates excellent written and oral communication skills as demonstrated by the ability to articulate complex information and issues accurately and succinctly.
- Exercises sound judgment in consulting and advising around building an organizational culture inclusive of diverse backgrounds and perspectives with a deep understanding of the historical context of how diversity and inclusion has been shaped in organizations.
- Effective problem solving skills that involve taking the initiative to seek out additional information and the ability to establish and maintain productive working relationships with individuals from various backgrounds and interests.
Provides programmatic support and process-level decision making in the areas of culture and belonging. Provides programmatic, consultative, analytical and evaluative data support to the Director of CSEI/EDI Officer around the IDEA strategy. Tasked with carrying out developed IDEA strategies and programs and may assist in the development of internal policy and practice from inception to implementation. Partners with employees and mid-level leaders to carry out the comprehensive IDEA work to foster a workplace culture, where belonging is central.
Minimum Qualifications, Substitutions, Conditions Of Employment & Appeal Rights
Option 1: Experience
Six (6) years of full-time professional experience supporting Organizational EDI transformation initiatives. The experience listed must clearly demonstrate Workforce Equity, Diversity, And Inclusion Capacity Building
Option2: Combination of Education and Experience
A combination of related education in public health, social work, community health, political science, management, sociology, psychology, human relations, organization development, public or business administration, law, political science or similar program . AND full time professional experience supporting Organizational EDI transformation initiatives (The experience listed must clearly demonstrate Workforce Equity, Diversity, And Inclusion Capacity Building) equal to 6 years.
Additional appropriate education will substitute for the required experience on a year-for-year basis.

Preferred Qualifications
- Demonstrated experience in supporting EDI capacity across organizations.
- Proven knowledge of project management, change management, and performance management processes, practices and how to integrate them into the EDI capacity building strategy.
- Experience designing, developing, implementing, and evaluating organization-wide learning and development programs.
- Experience working in a complex organization with advanced skills in supporting the design, implementation and evaluative components of EDI initiatives and engagement.
- Demonstrated experienced contributing to teams, projects, or initiatives that have an agency or community wide impact.
- Experience researching and interpreting relevant federal, state, and local legislation and policies.
- Demonstrated skills in basic instructional design and learning management system operation.
- Demonstrated experience presenting and facilitating for both small and large audiences.
