POSITION OVERVIEW

Organizational Culture & Engagement Development (OCED) is seeking an individual with professional, analytical, and administrative experience related to organizational culture and engagement. Your work will contribute to enhancing the employee experience across all stages of the journey at Houston Public Works. The Employee Engagement Coordinator duties will include but are not limited to:

  • Collaborate with team members to execute the OCED strategy.
  • Design, coordinate, and conduct surveys, focus groups and interviews to gather team member's feedback.
  • Work with the Training Administrator to create learnings targeting cultural and engagement gaps.
  • Assist in crafting a value-based recognition and rewards programs.
  • Implement interventions aligned with Houston Public Works' goals and values.
  • Investigate and suggest solutions for complex workplace experience issues.
  • Use both qualitative and quantitative data to evaluate engagement efforts and plan future strategies.
  • Support service lines with engagement event and activity coordination.
  • Ensure consistent engagement communication plans exists across service lines.
  • Administer service contracts and training budgets.
  • Represent the OCED team at meetings.
  • Create, edit, and maintain departmental policies and procedures to match organizational values and goals.
  • Handle confidential information with integrity and discretion.
  • Complete other assigned duties and projects as needed.

WORKING CONDITIONS

The position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature, and air conditions. This is a hybrid-telework eligible position.

This is a Department of Houston Public Works position at the Tier III Level.

MINIMUM REQUIREMENTS

EDUCATIONAL REQUIREMENTS

Requires a Bachelor’s degree in Business Administration, Public Administration or a field directly related to the type of work being performed.

Substitution: Graduate degrees related to the type of work to be performed may substitute for the experience requirement on a year – for year basis.

EXPERIENCE REQUIREMENTS

Five (5) years of professional administrative, financial or analytical experience related to the type of work being performed are required.

Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis.

PREFERENCES

Preference will be given to those who have or obtain the following,

  • Experience analyzing engagement data.
  • Ability to lead effectively, making independent decisions confidently, even with limited time and information.
  • Prior experience in employee engagement or talent development.
  • Possess a knowledge and experience of training, and/or adult learning and development.
  • Experience with eLearning, online learning, and microlearning design (utilizing Articulate 360 or other professional software).
  • Experience in project management.
  • Familiarity with Talent Management System/TMS or similar Learning Management Systems.
  • Exceptional verbal, written communication, and presentation skills.
  • Experience maintaining databases.
  • Ability to work as a contributing team member adhering to our “Five to Thrive” values of Integrity, Teamwork, Ownership, Communication, and Respect.

Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.
