Nch’ḵaỷ Development Corporation (NDC) was established in 2018 as the economic development arm of the Squamish Nation - Skwxwú7mesh Úxwumixw. Nch’ḵaỷ’s mandate is to develop, manage, and own the active businesses of the Nation and was created to allow for the separation of business and politics within the Squamish Nation.

The Manager Learning and Development is a Permanent Full-Time position based at Nch’ḵaỷ’s Head Office. Our Head Office is in West Vancouver, BC on the traditional, ancestral, and unceded territory of the Sḵw̱xwú7mesh (Squamish) Nation and its people. Scope of the Position
The Manager, Learning and Development (ML&D) is responsible for planning, implementing, and overseeing comprehensive training and development programs for Nch’ḵaỷ and its divisions.
Acting as a key advisor and support to the organization's leadership, the ML&D focuses on developing and administering all Team Member growth, Training, Development, and individual and Organizational Performance Enhancement. This multifaceted role extends to the design, development, and delivery of organization-wide people programs aligned with Nch’ḵaỷ’s strategic and people goals.
The ML&D collaborates effectively with senior leadership, the Human Resources team, and external partners driving individual and organizational capability and capacity development.
A. Duties, Responsibilities, Authority, and Accountabilities
a. Strategic Planning
- Collaborate with senior leadership to identify and prioritize Team Member development initiatives aligned with Nch’ḵaỷ’s strategic plan,
- Develop and execute people strategies that support organizational growth, effectiveness, and Team Member engagement.
b. Develop People Programs
- Design and implement people development programs that cultivate a strong and effective Nch’ḵaỷ team, including leadership, management, supervisory, and job/career-specific, and provide coaching and mentorship to Team Members at all levels to enhance their capabilities.
c. Organizational Assessment and Training
- Conduct an annual training needs analysis and develop both an ongoing training plan and budget to address identified developmental needs.
- Create capability profiles, career paths, succession plans, and performance management strategies.
- Design and facilitate team-building workshops for enhanced team collaboration.
- Develop and deliver HR training programs tailored for both management and employees.
- Assess the effectiveness of training in terms of employee growth, transferability, promotion, and overall performance.
e. Employee Engagement
- Conduct an annual engagement survey, analyze data, and collaborate with the HR team for planning and action planning.
f. Performance Management
- Develop, enhance, and lead annual Performance Management process and provide system training to Leadership,
B. Other
- Perform other duties as required.

C. Reporting Responsibilities and Authorities from Supervisor
- Reports to the Executive Vice President, Operations and HR.
D. Knowledge, Skills, and Experience
- Bachelor's degree supporting training, development, organizational development, or related education,
- Five (5) years of training experience,
- Proven experience in people development practices,
- Strong understanding of human resources principles, organizational behavior, and best practices,
- Experience designing and implementing effective training and development programs,
- Excellent communication and interpersonal skills, with the ability to build strong relationships at all levels of the organization.
- Demonstrated ability to lead and implement initiatives successfully.
- High levels of integrity and ability to handle confidential information,
- Ability to work independently within established guidelines and procedures and as a member of a team,
- Willingness to be flexible and adaptable to changing priorities,
- Strong multi-tasking and organization skills,
- Ability to set and manage priorities to meet deadlines,
- Strong people skills and the ability to interact with colleagues and senior management to maintain quality,
- Proficient in MS Office software (PowerPoint, Excel, Word, and Outlook),
- Experience working with First Nations is an asset.
E. Special Requirements
- Willing to work additional hours and off-site as required.
F. Working Conditions
- Occasional travel to other locations.
