POSITION INFO:
Our client, a large, successful listed organisation, is seeking a Learning and Development Manager to join the Human Resources department. The role is responsible for the strategic design, implementation, and management of learning and development initiatives across the Group, ensuring compliance with SETA and QCTO requirements, developing competency-based learning frameworks, and overseeing accredited and non-accredited training programmes. The role also drives leadership and management development through blended learning solutions, and manages the Learning and Development Facilitators, Learning and Development Administrator, and Course Designer, reporting to the Human Resources Executive. The ideal candidate demonstrates strong leadership by inspiring and taking responsibility for others, maintains high quality standards, plans and structures work systematically, and performs effectively under pressure. Key Responsibilities: SETA \/ QCTO Accreditation: Manage and maintain Group or company specific accreditation with relevant SETAs and the QCTO. Prepare, submit, and manage accreditation applications, audits, and site visits. Liaise with SETAs, QCTO, and external quality assurance bodies. Competency Framework Development: Design, implement, and maintain Group competency frameworks aligned to business strategy. Analyse skills gap analyses and translate findings into learning interventions. Course Design (Classroom & E-Learning Material): Design and develop accredited and non-accredited learning programmes. Develop learner guides, facilitator guides, assessments, and learning resources. Convert classroom-based programmes into effective e-learning formats. Management & Leadership Development: Design and manage management and leadership development programmes. Support succession planning initiatives. Facilitate or coordinate leadership workshops, coaching, and mentoring programmes. E-Learning Management: Manage the Learning Management System (LMS) and e-learning platforms. Monitor learner engagement, completion rates, and assessment outcomes. Generate learning analytics and management reports. Managing of Bursary Scheme (Company employees and full-time students): Design and administer the organisational bursary programme. Manage application, selection, and approval processes. Track bursary beneficiaries'' academic progress and compliance. Management of Learnership and Occupational Qualifications Programmes: Design, implement, and manage learnership and occupational qualification programmes aligned to SETA \/ QCTO requirements. Coordinate learner recruitment, onboarding, and induction. Ensure successful completion, certification, and reporting of learnerships. Managing of Course Facilitation: Coordinate internal and external facilitators. Schedule training sessions and manage training calendars. Conduct facilitator evaluations and quality assurance reviews. Budgeting: Draft annual training department budget for approval. Manage the approved annual training department budget. Staff Management: Manage staff to ensure their areas of responsibility are performed timeously, complete and accurately. Manage staff to ensure that their competence and motivation are at the required levels. Qualifications: Bachelor''s Degree or Diploma in Human Resources, Education, Learning & Development, or related field. Registered Assessor and Moderator (advantageous). Experience Required: Minimum 5-8 years'' experience in Learning & Development or Talent Management. Proven experience with SETA and QCTO accreditation processes. Experience in course design, e-learning, and leadership development.
