Position Description

EnCompass LLC is seeking a Senior Talent Development Specialist with a passion for creating learning solutions throughout the employee lifecycle that enhance organizational performance. The Senior Talent Development Specialist will work as part of an appreciative, collaborative team to design, develop, deliver, evaluate, and manage compliance, foundational, technical, and human-centered capability learning opportunities for EnCompass staff. Successful candidates will provide innovative approaches in instructional design for courses and learning tools and events featuring all elements of blended learning: experiential, participatory in-person courses, virtual instructor-led training, e-learning courses, instructional videos, job aids, action learning, mentoring and other peer learning elements. Successful candidates will design learning experiences with a focus on incorporating a variety of learning methods and styles and the creation of an effective learning environment for participants.

They will manage the planning, development, delivery, and tracking of learning activities and tools for compliance training and contribute to onboarding for our internal staff, and support the continued development of the infrastructure for company learning initiatives. The Senior Talent Development Specialist will contribute to the management and maintenance of the EnCompass Academy Learning Management System (LMS) and will collaborate with internal stakeholders to ensure optimal use by course creators and participants of the platform

This is a full-time position located at the EnCompass principal office in Silver Spring, Maryland, and follows the EnCompass flexible hybrid work model with split time between telework and the office. This individual may also be expected to work from client sites in the Washington, DC metro area, as needed.

Candidates residing in the DC metro area will be given first consideration. Remote applicants might be considered, but only if candidate resides in a state where EnCompass is currently registered.

Position Duties and Responsibilities

Essential Functions

  • In alignment with the Talent Development portfolio and corporate priorities, provides instructional design services to departments and teams across the company (learning strategy, instructional design, needs assessment, evaluation of learning)
  • Ensures that all Talent Development products and corporate learning events and tools are aligned with the EnCompass learning model and company values
  • Supports and contributes to Talent Development and corporate knowledge management and learning activities and processes
  • Provides support for design and administration of the EnCompass Academy (learning management system)
  • Works collaboratively with company subject matter experts (SMEs) to understand our policies, business operations and products and translates them into effective learning resources and processes and tools
  • Serve as Course Administrator for NAVEX Exchange LMS for compliance e-learning courses
  • Stays current and shares knowledge about the latest trends in learning and development

Technical

  • Design curricula, storyboards, and/or other learning tools, using creative, adult-learning and evidence-based approaches
  • Contribute to the development of dynamic, experiential learning session designs, including macro designs based on internal client's content, micro designs, and training scripts
  • Contribute expertise and innovative approaches; brings leading-edge thinking, methodologies, and approaches to training, learning and leadership development programs
  • Facilitate face-to-face workshops, virtual instructor-led training (vILT), and other learning sessions for staff
  • Contribute to learning evaluations, using Kirkpatrick Levels 1, 2, and 3 as needed
  • Works with technical leads to develop interactive innovative learning programs and activities
  • Contributes to, and potentially leads, the development of course content for learning programs
  • Collaborates on the design and development of videos, animations, and e-games, storyboards for e-tools, e-learning courses, and videos
  • Collaborates and supports the design and implementation company-wide meetings and events
  • Contributes short-term technical assistance to EnCompass projects or other teams, as needed

Management

  • Supports management of activities from design to implementation
  • May support consultants working to develop training sessions or programs
  • Effectively communicate activity deliverables to clients, team members, and other stakeholders in a clear and concise manner

Other

  • Engage fully as a member of the EnCompass staff team, including participating in staff meetings and other EnCompass activities
  • Develops and maintains positive and productive relationships with clients and stakeholders in EnCompass’ success.
  • Other duties as assigned

Position Requirements

Qualifications

Academic Qualifications

  • Minimum of a High School Diploma and 11 years’ experience, or an Associate’s Degree and 9 years’ experience, or a Bachelor’s degree and 7 years’ experience; or Master’s degree and 5 years’ experience; or PhD and 3 years’ experience
  • Degree in adult learning, organizational development, public health, international affairs, international development, or a related field preferred

Experience And Skills

  • Minimum of 3 years of demonstrated experience designing and delivering training programs, and delivering client services that exceed expectations
  • Experience designing, delivering, and evaluating interactive learning experiences using blended learning and innovative technologies
  • Knowledge of learning principles including adult learning, learning styles theory, participatory methods, experiential learning, instructional design, universal design learning, and related topics
  • Familiarity with leading-edge methodologies and approaches for learning and development programs and activities
  • Experience in storyboarding, designing, and developing e-Learning and multimedia content
  • Familiarity with designing and/or delivering compliance training a plus
  • Strong writing and synthesis skills; ability to convert technically complex concepts into plain language and able to communicate to a variety of audiences with a high degree of cultural sensitivity
  • Strong presentation skills with a dynamic, engaging facilitation style
  • Demonstrated strong organizational skills
  • Ability to confidently engage with staff at all levels to define needs and expectations, collaborate on projects with senior-level clients and team members, and communicate results
  • Experience in designing and delivering learning activities for U.S. government and/or UN agencies preferred
  • Ability to work sensitively in multi-cultural environments and build effective working relations with clients and colleagues
  • Commitment to and experience integrating diversity, equity, inclusion, belonging, and accessibility into all designs, sessions, and interactions
  • Ability to discreetly handle confidential information
  • Ability to manage time and prioritize tasks, producing quality products and services within tight time constraints
  • Experience working, living overseas, and/or working with international audiences, and ability to travel internationally preferred
  • Fluency in language(s) other than English (e.g. French, Spanish, Arabic, Russian, Portuguese) preferred
  • Experience designing and implementing 508 compliant activities preferred
  • Ability to work in an environment committed to strengths-based approaches, grounded in Appreciative Inquiry
  • U.S. Citizenship or permanent residency required

The Starting Pay Range has been updated for 2024

The pay range for this role allows for the wide variety of factors that are considered in making compensation decisions including, but not limited to skill sets, experience and training, certifications, and other business and organizational needs. At EnCompass, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role is $82,000 - $98,000.
