Brief Job Description
The Texas Health and Human Services Commission (HHSC), Office of Learning and Professional Development in Access and Eligibility Services seeks a highly qualified candidate to serve as an eLearning and Evaluation Specialist (Program Specialist IV). This position performs highly complex (senior level) instructional design, eLearning development, evaluation, and reporting work in support of agency training and professional development initiatives. The role balances creation of high-quality eLearning solutions with systematic evaluation and performance reporting to measure training effectiveness, learner outcomes, and program impact. The position does not primarily facilitate instructor-led training but may occasionally support train-the-trainer activities as needed.
Work involves research, analysis, instructional design, development, implementation, evaluation, and continuous improvement of web-based and blended learning solutions using data-informed decision-making.
Essential Job Functions (EJFs)
Designs, develops, and maintains eLearning and web‑based training solutions, including instructional content, learning objectives, assessments, and supporting documentation, in alignment with adult learning principles and agency standards. 25%
Evaluates training effectiveness and learner outcomes by collecting, analyzing, and interpreting qualitative and quantitative data, including feedback obtained through surveys or focus groups, to assess learning impact and performance improvement. Develops data visualizations, dashboards, and reports using Power BI or comparable tools to communicate training metrics, trends, and evaluation findings to leadership and stakeholders. 25%
Performs complex training and performance analyses to identify learning needs, performance gaps, and appropriate instructional or non‑instructional solutions, including collecting input through methods such as document review, surveys, interviews, and focus groups. 10%
Applies instructional design methodologies (e.g., ADDIE) to plan, coordinate, implement, and evaluate eLearning projects, including supporting implementation activities such as occasional train‑the‑trainer efforts to ensure consistent and accurate use of developed training materials. 10%
Collaborates with internal stakeholders to coordinate project timelines, manage reviews, address changes in scope or content, and ensure timely delivery of instructional products. 10%
Performs as part of a team by contributing to the formulation of short- and long-term goals, departmental and work planning, and developing effective communication strategies and relationships with others. 10%
Provides consultative support and technical guidance to program staff and subject matter experts related to eLearning design, evaluation strategies, learning technologies, and continuous improvement. 10%
Knowledge, Skills And Abilities (KSAs)
Knowledge of: Instructional systems design (ISD) methodologies, including analysis, design, implementation, and evaluation principles. Adult learning principles as applied to eLearning and web‑based training environments.
Training evaluation methods, performance measurement techniques, and use of qualitative and quantitative data to assess learning effectiveness.
Data analysis and data visualization concepts used to measure and communicate training outcomes.
Learning management systems (LMS), eLearning development standards, and digital learning technologies.
Skill in: Conducting training needs analyses and performance analyses using methods such as document review, surveys, interviews, and focus groups.
Designing, developing, and maintaining eLearning and web‑based training products using authoring tools such as Articulate, Camtasia, or comparable platforms.
Evaluating training effectiveness and learner outcomes and translating findings into actionable recommendations. Analyzing and presenting training and performance data through dashboards, visualizations, and reports using Power BI or comparable tools. Preparing clear instructional documentation, evaluation summaries, and leadership‑level reports.
Managing multiple projects, setting priorities, coordinating timelines, and meeting deadlines.
Ability to: Apply instructional design methodologies to develop effective, learner‑centered digital training solutions.
Lead and facilitate focus groups or structured discussions to gather stakeholder and learner input for analysis or evaluation purposes. Interpret complex data and communicate results clearly to technical and non‑technical audiences.
Exercise independent judgment, initiative, and problem‑solving skills within established guidelines.
Collaborate effectively with subject matter experts, program staff, and stakeholders to support instructional projects.

Initial Screening Criteria
Minimum of two years of professional experience in eLearning development and instructional design for adult learners. (Required)
Experience conducting training evaluation and analysis, including use of data to assess learning outcomes. (Required)
Experience developing eLearning using authoring tools such as Articulate, Camtasia, or similar platforms. (Required)
Experience using Power BI or comparable analytics/reporting tools to analyze and report training or performance data. (Required)
Experience working collaboratively and manage multiple projects in a fast-paced environment. (Required)
Indicates availability to travel up to 25% (Required)
Additional Information
Four-year college degree or equivalent experience. (Preferred)
Flexible telework options may be available in accordance with HHSC policy. The position may require occasional travel for meetings or training; all HHS positions are subject to state and agency telework and travel policies.
