This position is eligible to work remotely on a part-time basis.
Main Function: Reporting to the Manager of Organizational Development, Safety, Wellness and Rehabilitation, the Organizational Development Facilitator enhances the effectiveness of the organization through the delivery of programs that are designed to analyze and build the knowledge and competencies of staff. This involves programs that support staff to respond to evolving organizational needs, improve employee engagement and productivity, and achieve the organization’s objectives.
Characteristic Duties: Under the general direction of the Manager of Organizational Development, Safety, Wellness and Rehabilitation.
Main Responsibilities:
- Conduct a needs analysis of the organization’s learning needs by consulting organizational leaders and other critical stakeholders, analyzing data, and conducting research.
- Design and develop organizational development initiatives and policy.
- Lead cyclical organizational development programs (360, 9Box, Performance Planning and Employee Development, Workforce and Succession Planning, Employee Engagement).
- Evaluate the impact and return on investment of organizational development initiatives by tracking performance of tools, development metrics, and use data to make the case for additional investments.
- Manage assigned projects using effective project management techniques, including managing stakeholders, logistics, budget, and administration.
- Research new trends and approaches in the organizational development industry and serve as a champion for a learning culture in the organization.
- Educate internal staff to effectively use organizational development tools and programs.
- Contribute to the overall effectiveness of the organizational development function and Human Resources team by analyzing and identifying opportunities to improve administrative procedures and Human Resources Information System (HRIS).
- Assist in the development, enhancement, and maintenance of PeopleSoft Human Capital Management (HCM) functionality for existing implementations, and new deployments and other projects, which may be identified.
- Develop and maintain a thorough working knowledge of CGS’s Safety Manual and the applicable Provincial Legislation listed therein.
- Perform other related duties as required.

Qualifications:
Education and Training:
- University bachelor’s degree in Human Resources and/or Business from a recognized university with Canadian accreditation.
Experience:
- Minimum of three (3) years of experience leading a portfolio of clients in organizational development programs or tools.
- Experience with PeopleSoft HCM applications considered an asset.
- Experience with learning management software considered an asset.
Or
Education and Training:
- Community College diploma in Human Resources and/or Business from a recognized college with Canadian accreditation.
Experience:
- Minimum of five (5) years of experience leading a portfolio of clients in organizational development programs or tools.
- Experience with PeopleSoft HCM applications considered an asset.
- Experience with learning management software considered an asset.
Knowledge of:
- Highly competent with the Microsoft Office suite.
- Best practices within Human Resources particularly in organizational development.
- Horizontal linkages to other relevant governmental levels and services as well as the private sector.

Development opportunity range of pay: $2,499.70 to $2,944.90 bi-weekly. The successful candidate will be paid at the reduced range until the minimum qualifications have been met.
