The Manager of Learning and Development contributes to the success of Ranch Ehrlo Society by designing and implementing the agency Learning and Development strategy to support the development of competent, innovative and high performing employees. This will require high levels of learning & development expertise, including best practices in adult and engaged learning principles, and the ability to understand and translate strategies into effective learning solutions to support the achievement of the agency's Learning and Development Strategy.
Reporting to the Director of Human Resources, the Manager of Learning and Development is a trusted expert and will be responsible for a current/future state/gap analysis to coordinate and enhance the organization's learning and development resources and initiatives to improve organizational effectiveness, employee engagement and participant outcomes. The incumbent collaborates with supervisors and contributes to creating a safe, structured, and comfortable learning environment. The Manager of Learning and Development will recommend, build, implement and consult to create systems, strategies and processes in the area of learning and development that contribute to the agency's success.
Education and Professional Certification
- University degree in education, human resource management, or related field of study.
- Certificate in Adult and Continuing Education (CACE), Certified Training Practitioner (CTP), Certified Learning and Development Practitioner (CTDP) or other relevant designation(s) is an asset.
Experience
- Minimum five (5) years of experience developing and delivering workplace training programs using adult learning techniques.
- Minimum of four (4) years management direct experience in learning and development or related field.

- Demonstrated ability to identify, plan, implement and evaluate large-scale learning and development projects/initiatives in multi-stakeholder environments.
- Practical and theoretical knowledge of adult and workplace learning principles with the ability to design training programs incorporating a variety of approaches including experiential learning, action learning experiences, peer coaching, mentoring and other program needs that support career growth and development of leaders.
- Excellent facilitation skills, ability to engage diverse audiences at all levels including expertise in group facilitation and one to one feedback
- Demonstrated project and change management skills.

- Skills in preparing and administering budget and allocating resources.

- Strong leadership and interpersonal skills with the ability to manage, delegate, motivate, coach, mentor, and support other through direct and indirect reporting relationships (agency trainers).
- Proficient computer skills with demonstrated skills in Excel and Learning Management Software.
Services
- Research and develop training curriculums, budget and an eighteen-month annual training plan.
- Collaborate with stakeholders to create a learning path for every employee (part of performance management and competency framework).
- Collaborate with agency leadership in conducting an organization wide needs assessment and gap analysis (short and long-term) by division to identify common and specialized training.
- Manage program logistics, tracking and reporting to ensure training requirements, objectives and accreditation standards are met.
- Research, recommend, implement and maintain a standardized management and leadership development programs(s).
- Evaluates the efficiency and effectiveness of training programs and services on an ongoing basis, implementing enhancements with the goal of continuously improving service delivery and effectiveness of programs.
- Stay current on research and monitor best practices in leadership development and implement as appropriate for the organization.
- Perform other related duties as assigned.
Leadership
- Collaborate with stakeholders at all levels of the organization to understand current state, desired future state and gaps to effectively develop and maintain an eighteen-month training calendar.
- Manage the assigned HR team including: recruitment and selection, performance management, professional development, and staff discipline.
- Provide leadership, guidance, and team development including: facilitating individual and team meetings; overseeing and providing training and development plans; completing evaluations, reviews, performance improvement plans; participating in employee relations issues; providing post crisis debriefing; and providing advice and consultation.
- Identify strategic positions within the assigned human resource team and work in collaboration with the HR Directors to develop and support succession plans.
- Coordinate and support the recruitment and development of agency trainers and learning content.
- Collaborate with various committees, working groups and teams in developing, implementing and delivering frontline and support services training programs and promoting a learning culture within the organization.
- Provide expertise to upper and mid-management level to identify learning needs, develop departmental and individual education, training, and career development plans.
- Work with subject matter experts in designing, developing, and implementing leadership development programs.
- Establish relationships with outside agencies to contribute programs and facilitators.
- Ensure employment legislation, policies, procedures, and agency standards are being met.
- Influence and implement policies, procedures, and agency standards and initiatives.
Management of Resources
- Manage the daily workflow of the team including paid time off (PTO) requests and addressing staffing requirements.
- Access resources required to achieve agency objectives appropriately and efficiently. Keep up to date on latest trends and technologies and make recommendations.
- Coordinate resources in support of agency workforce planning, training programs, projects and resources in support of onboarding, induction, TCI and CARE training and professional development for midlevel managers.
- Contribute to the division’s annual work plan, budget and strategic plan.
- Oversee and ensure the implementation of HR initiatives and ensure projects are delivered within proposed timeframes and budgets.
- Develop a workplan and coordinate agency and external resources to achieve learning and training objectives that connect to the agency strategic plan.
- Build upon the learning management system (LMS) (acquire/ build eLearning courses as prioritized by agency need).
- Plan, organize and evaluate training programs/workshops and educational opportunities for effectiveness and efficiency in meeting organizational needs within proposed timeframes and budgets.
- Skills in preparing and administering budget and allocating resources.
- Account for the documentation and central storage of all relevant training curriculum and standards.
- Ensure that trainers provide the applicable training and certification documentation to Human Resources for tracking purposes.

- Adhere to written or verbal agency and government regulations, policies, practices, and instructions.
- Include health and safety in departmental training initiatives with measurable goals and objectives.
- Ensure employees are working/ learning in compliance with established safe work practices.
Additional Requirements
- The incumbent is responsible for completing all mandatory training requirements for the position as per agency policy and guidelines.
The salary range for this position is: $85,654.40 to $110,697.59 annually, depending on experience.
