The contractor will lead the development of these programs by aligning CTOMS's existing online curriculum with the required standards. This includes identifying and filling gaps, developing both end-user certification pathways and instructor certification programs, and achieving approval as a recognized workplace first aid training provider. The goal is to position CTOMS as a competitive peer to organizations like the Canadian Red Cross and St. John Ambulance, without adopting their curricula or affiliating with them—enabling CTOMS to independently deliver compliant training and issue valid certifications for participants and instructors.
This is a fixed-term contract, not an employment role, with an emphasis on regulatory compliance, curriculum design, instructor/end-user program development, and collaboration. The contractor will work remotely (preferred location in Alberta, ideally Edmonton, for potential on-site collaboration but not required) and report to the CTOMS Training Director. The project must be completed within a maximum of 9 months from contract signing, culminating in CTOMS obtaining approvals to deliver and certify Basic, Intermediate, and Advanced First Aid programs in Alberta and for federal workplaces in Canada.
Key Responsibilities
Standards Cross-Referencing and Gap Analysis:
- Review Alberta OHS workplace first aid requirements (CSA Z1210-17, Alberta Plus additions, and approval processes via Alberta Labour and Immigration/OHS) and federal standards (Canada Labour Code Part XVI, aligning with CSA Z1210-17 and related federal guidelines).
- Cross-reference against CTOMS's existing online curriculum.
- Identify gaps in content, structure, delivery (including mandatory in-person elements), assessments, instructor qualifications/end-user certification, quality management, and compliance.
- Produce a detailed report documenting alignments (e.g., tactical hemorrhage control with Basic/Intermediate requirements) and required additions.
Documentation and Policy Development:
- Collaborate with CTOMS's in-house regulatory specialist to draft all necessary documentation, policies, and procedures in Microsoft Word.
- Cover program governance, quality assurance (per CSA Z1210-17), instructor certification requirements and pathways, end-user certification issuance, participant evaluation, record-keeping, medical advisor involvement (for curriculum verification), and audit readiness.
- Ensure consistency with existing CTOMS materials and avoid duplication.
Training Plan Development:
- Develop detailed training plans in Microsoft Word for existing curriculum components that meet standards.
- Design plans for new content to fill gaps, specifying formats: online narrated videos (Microsoft Word scripts, where permitted), in-person classroom presentations (PowerPoint), and hands-on skill stations/scenarios (using CTOMS Training Plan templates in Microsoft Word).
- Include pathways for both end-user certification (participant completion and certification) and instructor certification (training and qualification of CTOMS instructors).
Curriculum Content Creation:
- Write and develop new modules, lessons, and materials to address gaps, ensuring coverage of Basic (e.g., basic life support, injury management), Intermediate (e.g., CPR/AED, common workplace injuries), and Advanced (e.g., advanced trauma care, medical emergencies) levels.
- Produce in required formats: PowerPoint for mandatory in-person elements; Microsoft Word scripts for online narrated videos; Microsoft Word templates for hands-on skill stations and scenarios.
- Integrate CTOMS's tactical medical expertise for broader applicability while meeting workplace standards.
In-Person Training Plan Design:
- Create a framework for mandatory in-person training using CTOMS resources (e.g., Edmonton facilities, equipment, personnel).
- Detail session structures, simulations, scheduling, safety protocols, and hybrid integration to satisfy certification requirements (e.g., minimum practical hours).
Certification and Audit Management:
- Prepare and submit application packages for approval as a workplace first aid training provider.
- Include provisions for CTOMS to issue end-user certificates upon successful completion and certify its own instructors.
- Manage audits, respond to feedback (including medical advisor reviews), implement revisions, and support demonstrations as needed.
- Achieve end-state: CTOMS approved to deliver and certify Basic, Intermediate, and Advanced First Aid programs in Alberta and compliant for federal workplaces.
Project Management and Reporting:
- Provide regular updates and maintain documentation.
- Participate in meetings with the Training Director and stakeholders.
- Adhere to milestones, beginning with Milestone 1.
Qualifications and Requirements
- Proven experience in curriculum and program development for health, safety, or medical training, with familiarity in First Aid at a program development level (including instructor and end-user certification pathways).
- Strong knowledge of Alberta OHS First Aid standards (CSA Z1210-17, Alberta Plus) and federal Canada Labour Code requirements; experience with regulatory approvals, gap analysis, and application processes.
- Excellent writing skills for Microsoft Word documents and PowerPoint presentations.
- Proficiency in online learning tools and hands-on training design.
- Ability to collaborate with regulatory specialists and work independently.
- Self-motivated and detail-oriented.

Contract Terms
- Duration: Maximum 9 months from contract signing.
