Job Description
As Learning and Development Partner, you will lead and support on key initiatives across Learning & Development, Organisational Development, and general People operations.
Key Tasks Include:
- Partnering with managers to conduct training needs analysis to promote career progression and retention
- Work with People and OD Advisors to plan and support the delivery of training and development activities
- Develop and deliver tailored learning solutions to address skill gaps and support employee growth
- Manage and oversee induction programs for new hires, ensuring seamless onboarding experiences
- Support policy changes through engaging and innovative training programs
- Drive employee engagement initiatives, including annual surveys, and develop strategies to address identified needs
- Managing the learning and development budget in accordance with organisational governance arrangements
- Support equality, diversity, and inclusion initiatives, including supporting managers with completion of equality impact assessments
- Monitor and evaluate the effectiveness of learning programmes and adjust strategies to meet evolving organisational needs
- Attend relevant internal meetings including committees, boards and groups and deputise for the People and OD Manager where necessary
- Develop our approach and strategy to learning and development within Estyn
- Undertake any other duties as may be reasonably required

Person specification
It’s Essential That You Have:
- Experience in designing, implementing and delivering learning and development programmes effectively
- Experience of partnering with colleagues across all levels to support learning and development
- Membership (Level 5) of CIPD or equivalent professional qualification or demonstrable experience
- Demonstrated commitment to promoting diversity, inclusion, and equality in the workplace
- Excellent interpersonal, analytical, and organisational skills
- Have experience of managing a varied and high-volume workload and competing priorities to meet deadlines
- Have excellent communication, literacy, numeracy, analytical and presentation skills
It Is Desirable That You Have:
- The ability to work through the medium of Welsh
- Knowledge of employment legislation and best practice
Qualifications
Membership (Level 5) of CIPD or equivalent professional qualification or demonstrable experience.

Selection process details

The Selection Process Includes:
- A sift of applications: The panel will consider all complete applications. The information you give us in your application is important in deciding whether we will invite you to the next selection stage. Candidates will be assessed at sift on all essential criteria as per the person specification. Desirable criteria will be assessed at sift where there is a strong field of candidates as a second stage after essential criteria have been considered.
- Assessment and Interview: Candidates invited to assessment and interview will again be assessed on their skills, experience and behaviours in relation to the person specification. The assessment will consist of delivering an in-person workshop on a set topic to a small group of managers. The interview will consist of a panel interview, including structured and scenario-based questions focusing on experience of data analysis, data governance, and the application of analytical tools to support decision-making. This will take place on 22 April in our office in Cardiff.
