Applicants should possess a bachelor’s degree in Learning and Development, Adult Education, Instructional Design, Operations or Business Management, or related field, or an equivalent combination of industry certifications, training and/or experience; five years of experience in Learning and Development, two to three years of supervision. Masters preferred. Experience in training center operations management required, including learning needs assessments, classroom and instructor scheduling, and measurement and evaluation. Experience in budget management, marketing and communications, project/program management, data analytics and reporting required. Experience with Learning Management Systems is strongly preferred. Experience with Microsoft® Office 365 products, SharePoint Online strongly preferred. Familiarity with quality and performance improvement principles are beneficial. Applicants must have proven skills in effectively leading teams to positive outcomes, a strong customer service orientation, the ability to effectively communicate across all levels of the organization, and effective interpersonal skills.

Responsibilities
As a member of Chesterfield County’s Learning & Performance Center, this position is responsible for the operations management of the department including, but not limited to:
- Leadership
- Partnering with the department director/CLO on short- and long-term departmental strategic planning and budget management.
- Partnering with county committees, teams, leaders and departments to achieve goals and objectives.
- Supervising unit leaders of Environmental Health & Safety instructors and LMS systems administration staff in a manner that is motivating, collaborative, and generates positive results.
- Learning Center Management
- Conducting organizational needs assessments.
- Coordinating scheduling and delivery of all learning programs, including ILT/VILT classes, online courses and instructors.
- Managing physical classroom space, AV, and other technology resources as needed.\
- Developing and executing a robust strategy for measurement, evaluation, and business impact; improving delivery and content in response to measurement results.
- Program, Services, Systems, and Process Management
- Directing design, development, and delivery of learning programs and services such as administrative management of ECSI CPR Training Site.
- Overseeing marketing strategies in partnership with Marketing Team to promote and communicate program offerings to internal and external customers.
- Providing exceptional customer service to both internal and external customers.
- Initiating and overseeing process improvements.
- Ensuring programs and services remain current and relevant via consulting with internal customers and external benchmarking.
- Coordinating preparation of annual report and other reports as needed.
- Managing consulting services to external customers.
- Monitoring the county’s Tuition Reimbursement program.
- Managing Volunteer Instructor program
- Learning Resources Management
- Overseeing vendor management, contract renewals, and administration of hosted applications such as Cornerstone enterprise Learning Management System (LMS), Articulate 360 online authoring tools, Checkbox survey software, etc.
- Providing business oversight for use of technology. Partnering with IT department to ensure compliance with county policies, procedures, and protocols. Ensuring department has sufficient hardware and software to meet current and emerging business needs.
This position may also participate in a variety of other enterprise or department level initiatives. including supporting other systems, participating in or leading teams, etc. Perform other tasks assigned and other work as required.
