The RIS People, Performance and Change (PP&C) team are looking for a Learning and Talent Development Lead to spearhead RIS’ strategic approach to organisational learning, capability building, and professional development. This pivotal role involves designing and implementing comprehensive learning frameworks that align with HMRC's operational objectives whilst fostering an inclusive culture of continuous improvement.
The role requires strategic thinking, exceptional leadership skills, and the ability to translate organisational needs into effective learning interventions with demonstrable outcomes. This position offers the opportunity to make a meaningful impact for over 3000 colleagues in RIS whilst contributing to HMRC's mission of supporting the UK's economic foundation through effective tax collection and benefit distribution.

PP&C sit within the Corporate Centre, enabling the directorate to fulfil and successfully deliver our purpose and vision. PP&C is a multi-functional team enabling Change, Finance and Planning, Security, Risk & Assurance and People. You will be responsible for leading and directing a small team and collaborating with key stakeholders across the organisation.
- You'll oversee the adoption of innovative learning solutions that enhance employee engagement, support career progression, and build essential capabilities across all business areas.
- A critical aspect of this role is identifying and implementing the learning and development our people need now and over the next 5 years to have the necessary skills to adopt new ways of working and technologies as part of the Spending Review investment in HMRC
- You'll establish robust quality assurance frameworks and evaluation methodologies to measure learning impact, return on investment, and organisational effectiveness whilst ensuring our workforce is prepared for future transformation initiatives.
- Working collaboratively with senior leadership teams, you'll ensure learning initiatives support HMRC's transformation agenda whilst maintaining our commitment to diversity, equality, and inclusion.

- Developing and implement strategic learning and development frameworks aligned with RIS business objectives and Spending Review transformation agenda.

Essential Criteria
To be considered for this role, your application must demonstrate all the following criteria:
- Proven experience of working in a learning and development leadership role within large, complex organisations.
- Demonstrated expertise in strategic planning of learning, development & talent
- Strong background in learning evaluation methodologies, quality assurance, and ROI measurement
- Experience in future skills planning and workforce transformation initiatives
- Excellent communication, influencing, relationship-building skills and stakeholder management
- Recognised professional qualifications in Learning and Development, such as CIPD Level 5 or 7 Diplomas, LPI certifications (e.g., COLF, CDOL), ILM or CMI leadership qualifications, or equivalent CPD-accredited training*

Hybrid working at HMRC
