NEOM Green Hydrogen Company (NGHC) is on a mission to make a carbon-free, climate-safe future a reality. We are building the world’s largest plant to produce green ammonia at scale, providing humankind with a cost-efficient solution that will accelerate the worldwide green hydrogen economy. Located in NEOM and supporting Saudi Arabia’s Vision 2030, NGHC will be integrating up to 4GW of onshore solar and wind energy to supply up to 650 tons of green ammonia per day for transportation globally. Operations will go onstream in 2026. NGHC brings together the technology, operational efficiency and know-how of ACWA Power, Air Products and NEOM in a joint-venture partnership with over 80 years of combined experience in the fields of hydrogen, energy, renewables and global networks.

Division: L&D Lead – Operations
REPORTS TO: Sr. Organizational Development manager
LIAISE/COOPERATE WITH: Operations, Engineering, Maintenance.
POSITION SUMMARY
The L&D Lead – Operations is responsible for driving the learning and development agenda across operational functions including Engineering, Production, and Maintenance. This role ensures that all training initiatives are strategically aligned with safety, quality, regulatory, and performance standards. By collaborating closely with operational leaders, the L&D Lead designs and delivers impactful learning experiences that build technical capabilities, support compliance, and enhance workforce performance. The role also oversees the development of competency frameworks, manages training logistics across operational sites, and ensures the effective use of digital and experiential learning methods. This position plays a critical role in fostering a culture of continuous learning and operational excellence.
NATURE & SCOPE
The L&D Lead – Operations drives capability development across Engineering, Production, and Maintenance.
The role ensures training programs meet safety, quality, and regulatory standards while supporting operational excellence.
It involves close collaboration with operational leaders to identify learning needs and deliver targeted solutions. The position oversees training logistics, vendor management, and budget control across multiple operational sites.
PRINCIPAL DUTIES AND RESPONSBILITIES:
- Develop and implement learning plans tailored to operational departments (e.g., Engineering, Production, Maintenance).
- Align training programs with safety, quality, regulatory, and performance standards.
- Lead the design and delivery of technical, safety, and regulatory training programs.
- Ensure certifications and compliance requirements are met across operational teams.
- Promote experiential learning methods such as job shadowing, coaching, and on-the-job training.
- Support supervisors and team leaders in delivering effective operational learning.
- Co-develop Technical Competencies Framework in collaboration with operations leadership.
- Conduct regular TNA with operational leaders to identify skill gaps and learning needs.
- Manage training logistics including schedules, resources, and facilities across operational sites.
- Monitor learning effectiveness through attendance, completion rates, feedback, and operational KPIs.
- Manage external vendors and training providers for specialized operational learning.
- Ensure digital learning content is relevant, practical, and accessible for frontline teams.
- Develop and maintain operational learning reports and dashboards for performance tracking.
- Plan, oversee, and monitor the operations L&D budget, ensuring efficient use of resources and alignment with operational goals.
SKILLS / TECHNICAL KNOWLEDGE AREAS:
- Strong knowledge of instructional design principles and adult learning methodologies
- Expertise in technical, safety, and regulatory training within operational environments
- Proficiency in Training Needs Analysis (TNA) and competency framework development
- Familiarity with digital learning platforms, LMS administration, and blended learning approaches
- Ability to manage training logistics across multi-site operations
- Skilled in data analysis and reporting for learning effectiveness and performance tracking
- Vendor management and contract negotiation for external training providers
- Budget planning and resource optimization for L&D programs
- Excellent communication, facilitation, and stakeholder engagement skills
- Strong project management and organizational skills

MINIMUM YEARS EXCPERIENCE IN SIMILAR JOB ROLE:
5 – 8 years of progressive experience in Learning designing and delivering technical and operational training programs in industrial or manufacturing environments.
QUALIFICATIONS REQUIRED:
Bachelor’s degree in engineering, or a related field.
