Reporting to the Advisor, Capacity Development, the Project Officer develops and delivers programming to support capacity building objectives and continuous improvement activities in the priority GMF areas (e.g., urban forestry, land use, equity, biodiversity, and more). Specifically, the Project Officer delivers broad reach programming, facilitates learning activities, designs new or innovative learning approaches, and refines GMF’s knowledge management systems. In addition, the he Project Officer will support the design and delivery of an online course on urban forestry tailored for small and medium sized Canadian municipalities and administered through FCM’s Learning Management System (LMS) in managing and delivering online courses.
Learning Management System
- Manage the administration of FCM-wide learning management system, including supporting the Capacity Development Team in developing course content, managing user accounts and liaising with vendors for contracting and development support.
- Create supporting materials for course design, learning design and course management on the LMS
- Support the integration of tracking metrics from the Learning Management System into FCM’s performance measurement frameworks, including creating reporting templates and dashboards.
Capacity Development
- Develop and deliver awareness raising and capacity development programming (such as case studies, webinars, workshops, guidebooks, etc.) related to GMF’s core funding areas.
- Support the development and delivery of innovative or first of kind knowledge tools, resources and activities that support municipal staff, elected officials, and their partners.
- Support the development and refining of knowledge management systems for the Capacity Development team, liaising and collaborating with other GMF units
- Identify and analyze needs, trends and opportunities in order to continually improve the overall effectiveness of capacity development initiatives and approaches.
- Empower capacity development staff to maximize program results when delivering capacity development activities and services for municipal staff, elected officials.
- Maintain up-to-date knowledge of effective and innovative capacity building tools and approaches.
- Maintain up-to-date knowledge of best practices in GMF priority areas
You bring:
- Minimum of 3 - 5 years of professional experience designing and delivering initiatives which connect diverse stakeholders (e.g. government, not-for-profits, private sector, etc.) to deliver on capacity building approaches, adult education, online learning and engagement, the transfer of skills and knowledge; build capacity; and measure impacts.
- University degree in environmental studies or public administration, or a related discipline with strong background in organizational change and adult education.
- Strong knowledge and experience in the area of sustainable municipal development, environmental issues, and program management.
- Knowledge of the Canadian municipal sector, and their partners’, structure, needs, and capacity.
- Experience in group facilitation and consensus building.
- Excellent communication and presentation skills (written and oral). Includes the ability to coordinate and work with multi-disciplinary teams, lead meetings and make formal presentations to high-level audiences
- Excellent customer service skills.
- Excellent interpersonal and influencing skills with the ability to establish support and credibility at all levels within and outside the organization.
- Strong research and analytical skills.
- Ability to spearhead and work independently on projects using excellent judgement.
- Excellent project management skills with strong ability to multi-task.
- Ability to administer small budgets, allocating funds for events or travel support, correcting for variances as needed.
- Strong political acumen and diplomacy.
- Capacity to work in a changing environment and willingness to take on new or evolving responsibilities.

- While you do need to live in Canada for this role, you can primarily work from home. Travel may be required to Head Office in Ottawa periodically. The majority of the GMF team operates from the National Capital Region.
