The Organisational Development, Learning and Inclusion team are responsible for the Senedd’s learning offering, delivering in-house training solutions as well as sourcing appropriate external suppliers, ensuring the best use of organisational resource. The team focusses on building organisational capability through its learning and Organisational Development (OD) initiatives.
The team are responsible for the design and delivery of the Senedd Commission’s Organisational Development People Strategy, managing the Senedd’s Performance Management approach; development programmes (including Graduate schemes); staff engagement approaches; and facilitation of team and service improvement or strategy development activities.
The Learning and Development Administrator will be responsible for supporting the administrative functions of our organisation's training and development initiatives which includes the coordination, administration, and logistics of various learning programs to enhance staff of the Commission’s skills and performance.
You will be required to book and make payments for all training requests and to maintain all L&D records, budgets and spreadsheets. You will also be required to manage the teams shared inbox and respond to customers appropriately. The role will also include the development of the Senedd’s annual training calendar in conjunction with the Training Officer.
You will be responsible for providing administrative support for the team, and will be a key point of contact for Senedd Commission Staff and Training Providers. Working as part of a small team as well as on their own initiative at times, the post holder will report directly to the Learning and Development Manager.
Job Description
Finance and budget management
- Raise purchase orders and process invoices for various learning initiatives using the Senedd’s finance system (Business Central)). You will also be responsible for recording and monitoring all training expenditure onto relevant spreadsheets and databases.
Managing L&D systems and processes
- Implement and manage the new Learning Management System. You will be responsible for maintaining all administrative duties associated with the new system such as configuring courses, generating reports, developing certifications, assisting with learning paths and collaborating with colleagues to enhance the learning experience.
Communicating the L&D Offering
- Promote training opportunities and events internally. In particular, the co-ordinating and arranging of the annual inter-parliamentary events such as Learning at Work Week.
- Maintain the OD&L intranet pages and update the Senedd’s News Page and Viva Engage sites.
- Manage and monitor the L&Ds mailbox responding to enquiries from internal customers, trainers and members of the public.

- Support the planning and co-ordination of training sessions, in alignment with the Senedd’s Learning and Development Framework offering, and supporting the Training Officer with the annual training calendar.
- Making administrative and logistical arrangements, including hospitality, room bookings, car parking and visitor passes, ICT profiles and vetting procedures for external trainers as well as for work experience and interns;
- Carry out evaluations on all training undertaken and again three months after the training course has taken place.
Project work

Person specification
Job Specific Criteria
- Excellent communication and interpersonal skills both in writing and orally.
- Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint) and databases.
- Exceptional organisational and time management skills with the ability to prioritise tasks and meet deadlines and adapt to changing priorities.
- Excellent attention to detail and accuracy in data entry and record keeping.
- Experience of arranging and planning events and activities
Desirable Criteria
- Previous experience in an administrative role, preferably in learning and development or human resources.
- Previous experience of HR systems such as a Learning Management system.
