Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Our Resource Strategy and Optimization team is looking for a Senior Manager, Learning to join the team! You will provide strategic leadership and recommendations to capital learning programs that deliver an integrated approach to employee and leadership learning through the development and facilitation of client specific learning programs.
What will I be doing?
- Drive the strategic learning agenda identifying and implementing innovative, cost-effective, practical solutions that build scale and realize efficiencies within Learning.
- Provide senior functional leadership and develop strategic plans for learning offerings, development strategies and related programs, policies for development, learning.
- Understand organizational needs and requirements to effectively develop and continuously improve the training experience, decreasing speed to proficiency and maintaining expected quality levels
- Create a Learning Framework that integrates our existing strong culture and customer focus
- Lead and manage learning development programs using project management methodology (e.g. project schedule, action log, risks and resources), monitor project activities for adherence to timelines, and project performance and outcomes
- Provide creative leadership to develop and deploy a strategic vision for change implementation and training that are aligned to CPG’s objectives as well as Metrolinx objectives
- Orchestrate the creation and curation of knowledge assets to improve organizational effectiveness and shares expertise through the review of Learning Strategy documents and provides actionable feedback to Designers and Developers.
What Skills and Qualifications Do I Need?
- University degree: completion of a Master’s degree in Organizational Development, Adult Learning, Human Resources or a Leadership Development related discipline is an asset or a combination of education, training and experience deemed equivalent.
- Demonstrated experience in key areas of Learning & Development, learning technologies and talent management, including in a leadership role, preferably in the public sector
- Canadian Human Resources Professional (CHRP) designation is an asset
- Proficiency in leading transformational change, risk management and assessment initiatives to adapt to new or changing requirements and lead change throughout the organization, reflecting on lessons learned to analyze, evaluate, and define problems/challenges, identify alternatives, and make timely decisions to manage risk and address issues.
- Knowledge of project management and related systems requirements and development methodologies, to support the delivery of a portfolio of very large inter-dependent projects with high complexity, risk, and organizational impact; experience with leading and managing project development, project progress, related staff and project resources, monitoring project activities for adherence to timelines, and monitoring project performance results, ensuring alignment with corporate project management methodologies and processes
- Leadership and management skills to manage and motivate staff to meet or exceed customer expectations
- Diplomacy, negotiation, and persuasion skills to administer, review, and negotiate vendor contracts, and manage customer service and facilities management issues
- Leadership and management skills to manage and motivate a team/unit as well as cross functional teams and set high standards and clear expectations
- Vendor and contract management, negotiation and influencing skills to advise on procurement strategies and negotiate contractual obligations and amendments with vendors
- Knowledge of policy development, budget control, risk and change management, and project management principles and methods to lead and manage strategic/business planning programs, projects, and continuous improvement initiatives.
- A valid G driver’s licence in good standing. A Driver’s Abstract (within the last 3 Years) will be required of the successful candidate. The employee(s) in this role will have access to a company vehicle (Non-Revenue Fleet Vehicle).
